Achievements of the CIMO Expert Team on Operational Metrology ( CIMO ET - OpMet ) Drago Groselj 1 , Tilman Holfelder 2 1 Slovenian Environment Agency, Vojkova 1b, Ljubljana, SI - 1000, Slovenia 2 Deutscher Wetterdienst, Frankfurter Str. 135, 63067 Offenbach, Germany Extended abstract: The CIMO Expert team on Operational Metrology (C1) is composed of nine members from the meteorological organisations and five representatives of other technical commissions, p rograms and relevant international organizations and groups. The C1 workplan is very comprehensive and includes 10 different tasks ranging from estimation of calibration uncertainty, organising inter - labora tory comparisons, addressing issues towards calibration of optical instruments, implementation of strategy for improv ed traceability, development of guidance for transition from mercury - based and obsolete instruments to the, one of most import ant one, upda te of CIMO Guide to Meteorological Instruments and Method of O bservation. Due to close and fruitful collaboration, in one hand, between ET - OpMet members and in the other hand with other CIMO ET/TTs, especially CIMO Expert Team on Operational In - Situ Techno logies (A1) and also with WMO experts for specific tasks, ET - OpMET was able to develop and to provide the following deliverables and achievements during the intersessional period 2014 - 2018:  The ET - OpMet finalized the document on computation of uncertaintie s (IOM 119 report). It includes theoretical background for the computation of calibration uncertainties and provides practical examples of uncertainty calculations for temperature, pressure and humidity.  The inter - laboratory comparison (ILC) in RA VI (18 NMHSs) was successfully completed for in the field of temperature, relative humidity and pressure. The ILC report was publish ed as IOM report Nr.128 .  RA VI ILC has served as a template for organizing a similar ILC in RA II (Asia) and RA V (South - West pacific). RIC Tsukuba is ILC organiser and involv es RICs of China, Japan, Australia and the Philippines, with RIC Slovenia as the linkage laboratory. The ILC is underway .  Based on cooperation with MeteoMet2 partners, the Part IV Chapter 4 includes a new An nex 4D “Guidelines for organising inter - laboratory comparisons”. It addresses all aspects needed to be taken into account for efficient ILC organisation and data evaluation.  The RIC evaluation form and RIC reporting form were upgraded.  A survey of the 15 RICs was conducted in 2017. he 15 RICs submitted annual reports as requested.  Two new laboratories (Germany and Turkey) were designated as WMO RICs in RA VI.  A survey on meteorological instruments, calibration and training in RA II was conducted and published as IOM report No. 122.  The current RICs Terms of References (ToR) have been revised and updated (to tighten the requirements and to merge those for full and for basic functionality).  A strategy for traceability assurance has been developed ( added to CI MO Guide Part I Chapter 1 as Annex ) .  Information flyer on traceability assurance and outreach flyer on impact of Minamata convention have been developed and published .  The Guidance on the r eplacement of Mercury - b ased and obsolete me teorological i nstruments has been developing in cooperation with other expert teams (A1 and A2) and HMEI . The new material will provide guidance on transition towards modern alternative instruments.  ET - OpMet submitted updates of nine CIMO Guide to Meteorological Instru ments and Methods of observation to the CIMO Editorial Board. Significant contribution to CIMO Guide was delivered by ET - OpMet members as well as experts beyond ET - OpMet.  ET - OpMet recommended discontinuation of concept of Regional Standard Barometers. Reco mmendation was confirmed by EC - 69.  The Terms of References for Regional instrument Centres were reviewed and updated.  The document addressing process for RIC designation/supervision/reconfirmation was developed. The following are recommendations by the Expert Team o n Operational Metrology for CIMO - 17:  To continue developing training modules for basic meteorological quantities potentially in collaboration with RTCs. Continue organising training workshops on the metrology preferably using e - learning platfo rm to assist implementing calibration strategy in achieving traceability of measurements to SI.  To collaborate with RMIC on traceability assurance and other related topics.  To straighten RIC calibration facilities in areas not covered in the past (e.q. wi nd speed, precipitation…) and to organise inter - laboratory comparisons in these fields.  Development of guidance material for the implementation of the calibration strategy, performing field inspections and for evaluation of uncertainty in calibration in th e field of wind speed and precipitation.  Although the fact that CIMO Guide chapters were reviewed and significally updated, potential further improvements are recommended and are necessary
