INFORMATION BULL ETIN 201 7 - 0 2 - ISSUE 01 Page 1 of 6 INFORMATION BULLETIN 2017 - 02 Issue 01 Date of Issue: 8 th February 2017 SUBJECT: EU TCO PROGRAMME, EU SAFA AND UAE SANA REFERENCE PUBLICATION S: For further information on the categorization of findings, corrective/preventive actions and classes of action(s ), please refer to the EASA website REASON: This Information Bulletin is issued to provide more information to all UAE AOC Holders about the: 1) EU Third Country Operator ( TCO ) monitoring programme; 2) EU Safety Assessment of Foreign Aircraft ( SAFA ) performance measurement; and 3) UAE Safety Assessment of Na tional Aircraft (SANA) Ramp Inspections conducted on A6 aircraft in the UAE. INFORMATION TOPICS: Topic 1: EU TCO Continuous Monitoring Programme ( CMP ) The European Parliament and the European Council tasked EASA to manage a single European system for vetting the safety performance of foreign air carriers. In doing so, EASA issues safety authorisations (named Thi

rd Country Operator Authorisation) to forei gn air carriers when satisfied that they comply with minimum international (ICAO) safety standards. The applicable EU regulation is available here . Any Oper ator that holds a TCO Authorisation is therefore subject to a Continuous Monitoring Programme (CMP) by EASA. Pursuant to requirement ART.215(a) of the COMMISSION REGULATION (EU) No 452/2014, EASA shall assess: a) continued compliance of third country operator s, it has authorised, with the applicable requirements of Part - TCO; b) if applicable, the implementation of corrective actions mandated by EASA in accordance with Article 22(1) of Regulation (EC) No 216/2008. Additionally, requirement ART.215(d) of the same C OMMISSION REGULATION states where, based on available information, the safety performance of the third country operator and/or the oversight capabilities of the State of the operator are suspected to have decreased below the applicable standards contained in the Annexes to the Convention on International Civil Aviation, the Agency

This ratio is an important factor of the CMP and determines the review intervals and the level of scrutiny by EASA. Other factors that are part of the CMP are actual safety performance (State), changes to AOC approval scope/operational activities in EU territories and implementation of corrective action plans/safety recommendations (following accidents, adverse SAFA tre nd, safety reports, etc.). Topic 2: EU SAFA Performance Measurement OPERATOR RATIO How is it calculated? The operator ratio is calculated using the formula defined in Appendix A. Where can it be found? All operators that are registered in the EASA SAFA Database have a visible SAFA Ratio. This SAFA ratio indicates the Safety Performanc

When the operator ratio exceeds a certa in value (normally 2), the operator could be inserted in the prioritisation list of EASA. How to use it? All operators are recommended to monitor their SAFA findings and ratio and adapt their corrective action plans to verify their effectiveness. STATE RATIO The State ratio is not visible to the operator. It is an average of the ratios of all aircraft operated by operators from the respective State. It is also calculated using the same formula in Appendix A. Currently, the system does not automatically provide this ratio to the GCAA. Topic 3: UAE SANA Ramp Inspections conducted on A6 aircraft in the UAE The GCAA has developed a UAE SANA Programme that is similar to the EU Safety Assessment of Community Aircraft (SACA) Programme. 5 against CAR - OPS 1 or CAR - OPS 3, will
against CAR - OPS 1 or CAR - OPS 3, will conduct ramp inspections on aircraft operated by UAE operators and verify their compliances with ICAO Annexes. This scheme of the safety oversight programme will include safety risk assessment, complexity of operations/activities, performance of past audits and EU SAFA programme results. This SANA Programme aims at decreasing the SAFA ratio of the operator and the UAE. The results of these SANA ramp inspect ions will be formally sent to the operator via email: safa@gcaa.gov.ae , and will not be inserted in the EASA SAFA Database. In case of corrective/preventive actions related to SANA ramp inspections, operators are required to provide their feedback via e - mail to sa fa@gcaa.gov.ae .
