International Law: Sentient Being Classifications vs Animal Ownership 1 International law classifies many animals as sentient beings (horses included in this classification).2Sentient being classification protects the animals from pain being administered to achieve an action, and specifies guidelines for care and euthanasia. As with humans animals cannot be owned.3 FEI is required to follow sentient being guidelines as is USEF. This has become a belief system for many. 4 In 2014, Wayne Parcelle of Humane Society US introduced me to sentient belief and law. We discussed showing horses, and his organization’s goal to outlaw saddle seat in the USA because of shoeing, soaring, and other training methods (running Ws , tail cuts).
