THE CPMI - WBG PAFI TASK FORCE Marc Hollanders PAFI TF Co - Chair GPW 2018 , Kuala Lumpur, Malaysia THE NEW PHASE OF THE PAFI TASK FORCE • The report “Payment aspects of financial inclusion”, was published by the CPMI and the World Bank Group in April 2016. ➢ Since then, the PAFI framework has been used as a tool to analyse the degree of access to and use of payment services and transaction accounts in 14 countries. The framework has also been adopted as the analytical underpinning of the

WBG’s Universal Financial Access (UFA) 2020 agenda. • The PAFI task force re - grouped in October 2018 to deliberate on the experience gained from the implementation of the PAFI Guiding Principles and the accompanying key actions. • In this new phase, the task force agreed to focus on three main topics. 1 1. LESSONS LEARNT FROM APPLYING PAFI • Understand how the PAFI framework is currently being applied at the country - level, and what are the main challenges for implementation. • Analysis o

MEASURING FINANCIAL INCLUSION EFFORTS FROM A PAYMENTS PERSPECTIVE • The purpose is to design a framework that provides guidance on a set of indicators, together with the underlying methodology, that could be developed to measure the effectiveness of the financial inclusion efforts being undertaken ➢ This could take the form of a “results framework”, with guidance to countries for designing and compiling their own indicators to track progress in applying the various actio

The proposed measurement framework will therefore aim at complementing these efforts. 3 3. A TOOLKIT TO FACILITATE THE APPLICATION OF THE PAFI GUIDING PRINCIPLES • This work stream will aim at providing more detailed guidance on how to approach specific problems and gaps in practice, and possibly also on the interpretation of
