( A ) Eligibility Criteria : Minimum Educational Qualification: indicated against each post ( B ) Age limit: - The upper age limit will be 42 years for General candidates, 45 years for OBC candidates and 47 years for SC/ST candidates. The age will be reckoned as on 01.07.2015. ( C ) General Instructions: - 1 . Only serving regular Railway employees of North Western Railway who are working in grade pay lower than the grade pay for which GDCE is held are allowed in the GDCE. RPF/RPSF personnel are not allowed to apply for this GDCE scheme . 2 . Those can didates who are appearing in and/or awaiting results of final examination of minimum qualification as on 01 - 07 - 2015 are not eligible. Academic qualification must be from recognized Educational Institution/Board, otherwise candidature will be rejected. Candidates having higher educational qualification may also apply. 3 . Eligible employees should submit their applications through proper chan nel to the concerned Personnel O fficer only. Application directly received in RRC, JP office will not be entertained. 4 . Candidates shall be free to apply for more than one category (separate application forms) but he/she will be doing so at his/her own ris k as the written examination may be held for more than one category on the same date & time. 5 . Selected candidates are lia ble to be posted anywhere in North Western Railway. 6 . Decision of the Railway Re cruitment Cell, Jaipur in the matter of selection will be final. 7 . The Notification and application format may be downloaded from the website www.nwr.indianrailways.gov.in . 8 . The number of Vacancies shown in the notification are provisional and the same is liable to increase or decrease depending upon the actual needs of the administration at the time to appointment. 9 . Railway Administration reserves the right to alter the modus of examinations or re - conduct written examination or to cancel part or whole of any process of recruitment at any stage. (D) Medical Examination: The candidates empanelled in GDCE will have to pass the requisite medical fitness test(s) conducted by the Railway Administration to ensure that the candidates are medically fit to carry out the duties connected with the post as per its medical classification. ( E ) Recruitment Process: - 1 . Standard of examination shall be like that of direct recruitment conducted by RRB. 2 . Written Examination will be conducted in single/two stage in the categories wherever applicable. 3 . The selection will be made strictly as per merit in the written examination. Short listed candidates will be called for verification of their original documents. 4 . There shall be negative marking in written examinations and 1/3 of the allotted marks for each question shall be deducted for every wrong answer. 5 . The Employees under GDCE will have to pass Psych o/Speed/ Type test , in the categories wherever applicable. 6 . The selected employees under GDCE will have to pass prescribed training courses prior to appointment to the post for which they are selected under GDCE , wherever applicable. 7 . The date, time and ven ue of the written examinations and skill tests will be fixed by RRC/Jaipur and will be intimated to the eligible candidates in due course. Request for postponement of the examination/skill test and change of center/venue will not be entertained under any c ircumstance. (F ) How to apply: - 1 . Applications form as per Annexure - 1 (in two Pages) should be filled up by the candidate in his/her own handwriting , with blue or black ball point pen (not pencil, fountain pen or gel pen) and duly signed. Only international numbers i.e. 1,2,3 .. etc. should be used. The application form should be filled up in English/Hindi only. 2 . Application signed in capital letters/ spaced out letters will be treated as invalid . 3 . Applications must be submitted in the prescribe d f orm at . 4 . Applications should be on a good quality A - 4 size bond paper (80GSM) using one side only. 5 . Candidates should copy as much of the paragraph in the application form in their own running handwriting(not in capital/Space out letter) as possible . 6 . A recent ( not older than one month) passport size colour photograph without cap and without wearing coloured glasses should be firmly pasted with glue (not to be stapled) in the space provide in the application. 7 . The photograph pasted on the application should be attested by the Controlling Supervisor, duly affixing their seal and signature. 8 . An additional passport size photograph should also be enclosed duly writing the name, Date of Birth and affixing signature of the applicant on the backsi de of the photograph. 9 . Candidates belonging to SC/ST Communities should enclose the self attested copy of Caste Certificate in the format given in Annexure - 2 of this Notification. 10 . Candidates belonging to OBC community should enclose the self attested copy of the Caste Certificate in the format given in Annexur e - 3 of this Notification. In Addition these candidates should enclose self - declaration regarding their non - creamy layer status in the proforma given in Annexure - 4 . (G ) Whom to apply: - Employees should summit their application to their immediate supervisor on or befor e t he last date i.e. 24 .07.2015 (H ) Enclosures to be attached: - 1 . Self - attested copy of Matric certificate in proof of Date of Birth. 2 . Self - attested copy of certificate/Marks sheet in proof of Educational/Technical Qualifications. 3 . Self - attested copy of certificate in proof of SC/ST in the proforma prescribed for employment in Central Government Services (Annexure - 2 ) . 4 . Self - attested copy of certificate in proof of OBC in the proforma prescribed for employment in Central Government Services(Annexure - 3 ). In Addition these candidates should enclose self - declaration regarding their non - creamy layer status in the proforma given in Annexure - 4 . 5 . One extra Photograph shoul d also be attached with application. 6 . Railway administration will not be responsible for any loss in case Original Certificates are enclosed by the employee. (I ) Procedure for forwarding the applications: - 1 . The eligible employees should submit their applic ation in the prescribe d format on or before 24 .07.2015 to their immediate supervisor. 2 . The immediate supervisor should forward all the applications of his unit along with the list to the concerned section of Personnel Branch of GM office/DRM office/CWM office /Store s Office under a covering letter by 31 .07.2015 3 . Applications not received through proper channel. 3 . Incomplete or illegible applications . 4 . Declaration not copied or copied in c apital/block letters in Application form. 5 . Unsigned applications , applications without clear and un - smudged thumb impressions . 6 . Applications w ithout photographs or affixing/attaching Xerox copy of Photograph. 7 . Applications w ithout sig natures in box on application form. 8 . Applications not filled in English or Hindi or not filled by candidate in his/her own handwriting. 9 . Without proper certificates, in respect of SC/ST/OBC candidates. Certificate should be obtained from the appropriate authority in the prescribed format. 10 . Over aged candidates. 11 . Not having the requisite Educational qualification at the time of submitting application. 12 . Application without enclosing copies of requisite certificates or certificates enclosed without self attestation. 13 . Any other irregularities which are considered invalid by RRC ( K ) Important Instructions: - 1 . Candidates who wish to be considered against vacancies reserved for SC/ST/OBC and /or seek age relaxation must submit requisites certificate from the competent autho rity in the prescribed format along with the application form itself. Otherwise, their claim for reserved status will not be entertained and the candidature/applications of such candidates fulfilling all eligibility conditions for General (UR) category wil l be considered under General (UR) category only. 2 . In case wrong declaration/particulars are given by the candidates, he/she is liable to be taken up under D isciplinary Rules . 3 . Any candidate found using unfair means in the examination or sending someone else in his/her place to appear in the examination will be debarred from appearing in all the examination of all the RRB/RRC for lifetime. Action will be taken against h im /her und er Railway D&A Rules. In addition s uch candidates are als o liable for prosecution under criminal law. 4 . RRC reserve s the right to reject the candidature of any applicant at any stage of the process of recruitment, if any irregularity/deficiency is noticed in the application. 5 . RRC reserve s the right to conduct additional written examination/document verification at any stage. RRC also reserve the right to cancel part or whole of any recruitment process at any stage for any of the categories notified in the GD C E Notification without assigning any reason thereof. 6 .
