256 Chapter-14 Programmes Undertaken for the Welfare of Persons with Disabili�es (PWD) Sec�on 33 of the Persons with Disabili�es (Equal Opportuni�es, Protec�on of Rights and Full Par�cipa�on) Act, 1995 s�pulates that as a ma�er of policy, 3% reserva�on in the posts under the Government be provided for Persons with Disabili�es (PWDs) - reserving 1% of the posts for persons su�ering from each disability i.e. (i) blindness and low vision (VH), (ii) hearing impairment (HH), (iii) locomotor disability or cerebral palsy (OH). Sec�on 32 of this Act also provides for review, a�er every three years, of the list of iden��ed posts in Group A, B, C and D to be reserved for the PWDs towards di�erently-abled persons and adap�ng the infrastructure of the workplaces to create a disabled-friendly environment prac�cally enhances their par�cipa�on in the developmental programmes and also gives them their due right to live an honorable and digni�ed life. Keeping in view the above guidelines, the undertaken various measures for the welfare of the PWDs. DOP&T have also directed to �ll all backlog vacancies (as on 15.11.2009) reserved for disabled persons in Government employment, under the Special Recruitment Drive for �lling up the backlog reserved vacancies of PWD. A statement showing and the number of PWDs in di�erent categories as on 31.12.2011 in Department of Commerce (proper), its a�ached and sub-ordinate o�ces, as also autonomous bodies, PSUs and Commodity Boards under its administra�ve control is given in Annexure 14.1. Spices Board Technical training was imparted to the Board’s PWD and communica�on equipments with greater e�ciency. Project and Equipment Corpora�on of India (PEC) Limited As the recruitment related direc�ves and instruc�ons issued by the Government are followed, there is no backlog for di�erently-abled persons. In the �me-bound promo�on policy for in the number of qualifying years of service is provided to the employees with disability vis-à-vis general category employees in PEC. Agriculture and Processed Food Products Export Development Authority (APEDA) Motorized wheel chair to one of the employees with disabili�es has been provided to facilitate his movement within the o�ce. Other facili�es are ensure greater accessibility to the o�ce premises. Marine Products Export Development Authority (MPEDA) 9 posts are reserved for visually handicapped (VH), orthopaedically handicapped (OH) and hearing handicapped (HH) persons, 3 each in Group A, B 257 CHAPTER-14 Programmes Undertaken for the Welfare of Persons with Disabili�es (PWD) Minerals and Metals Trading Corpora�on (MMTC) Limited Considering the problems faced by the employees belonging to PWD category, they have been posted to appropriate posi�ons to enable them to a�end to their job without much di�culty. The Corporate O�ce has a permanent ramp erected at its main entrance for easy access to wheel chair users. The building also has three li�s equipped with auditory signals announcing �oor des�na�on and �oor requisi�on bu�ons in Braille Symbols for use of the visually handicapped employees. Taps and toilets have been adapted to facilitate use by the di�erently-abled persons. Export Credit Guarantee Corpora�on of India (ECGC) Limited Horizontal reserva�on in direct recruitment in all the Groups- A, B, C and D, and in Groups C and D in promo�on posts is provided to Persons with Disabili�es. While pos�ng PWD employees, special care is taken of their needs. Special conveyance allowance is paid to PWD employees at the rate of 2.5% of their basic pay, subject to a maximum of ` 400/- per month. State Trading Corpora�on of India Limited (STC) STC provides reserva�on to PWD employees as per Government direc�ves and their upper age limit is also relaxed by 10 years for direct recruitment. STC has a barrier free building, with ramps at entry and exit to the workplace and its interiors. Ar��cial braces (rela�ng to lower limbs) are also provided to handicapped employees on their request. In case of promo�on, PWD employees are given one year relaxa�on at each stage in qualifying period of service in the sta� cadre up to the level of O�ce Manager (Group B) as compared to General Category employees. Requests of disabled employees for transfer to their na�ve place/ place near their na�ve place or their place of choice are considered, to the extent possible. Managers in All India Cadre who are having more than 60% disability and are promoted to the next higher grade are generally retained in the same place of pos�ng and are exempt from transfer liability.
