256 Chapter-14 Programmes Undertaken for the Welfare of Persons with Disabilies (PWD) Secon 33 of the Persons with Disabilies (Equal Opportunies, Protecon of Rights and Full Parcipaon) Act, 1995 spulates that as a maer of policy, 3% reservaon in the posts under the Government be provided for Persons with Disabilies (PWDs) - reserving 1% of the posts for persons suering from each disability i.e. (i) blindness and low vision (VH), (ii) hearing impairment (HH), (iii) locomotor disability or cerebral palsy (OH). Secon 32 of this Act also provides for review, aer every three years, of the list of idened posts in Group A, B, C and D to be reserved for the PWDs towards dierently-abled persons and adapng the infrastructure of the workplaces to create a disabled-friendly environment praccally enhances their parcipaon in the developmental programmes and also gives them their due right to live an honorable and dignied life. Keeping in view the above guidelines, the undertaken various measures for the welfare of the PWDs. DOP&T have also directed to ll all backlog vacancies (as on 15.11.2009) reserved for disabled persons in Government employment, under the Special Recruitment Drive for lling up the backlog reserved vacancies of PWD. The Corporate Oce has a permanent ramp erected at its main entrance for easy access to wheel chair users. The building also has three lis equipped with auditory signals announcing oor desnaon and oor requision buons in Braille Symbols for use of the visually handicapped employees. Taps and toilets have been adapted to facilitate use by the dierently-abled persons. Export Credit Guarantee Corporaon of India (ECGC) Limited Horizontal reservaon in direct recruitment in all the Groups- A, B, C and D, and in Groups C and D in promoon posts is provided to Persons with Disabilies. While posng PWD employees, special care is taken of their needs. Special conveyance allowance is paid to PWD employees at the rate of 2.5% of their basic pay, subject to a maximum of ` 400/- per month. State Trading Corporaon of India Limited (STC) STC provides reservaon to PWD employees as per Government direcves and their upper age limit is also relaxed by 10 years for direct recruitment. STC has a barrier free building, with ramps at entry and exit to the workplace and its interiors. Arcial braces (relang to lower limbs) are also provided to handicapped employees on their request. In case of promoon, PWD employees are given one year relaxaon at each stage in qualifying period of service in the sta cadre up to the level of Oce Manager (Group B) as compared to General Category employees. Requests of disabled employees for transfer to their nave place/ place near their nave place or their place of choice are considered, to the extent possible. Managers in All India Cadre who are having more than 60% disability and are promoted to the next higher grade are generally retained in the same place of posng and are exempt from transfer liability.
