To set color using the toolbox:

Set foreground color or Set background color button on toolbox to open the open the Color Picker.Click a hue in the color slider (narrow band) in middle of Color Picker dialog box.

The name of the large field box at the left is Select background color when you're selecting a background color.

Display color palette if necessary (F6)

Click Set foreground color or Set background color button, if needed
