In 2009 there were 12,796 sanc-tioned tables of duplicate bridge played in Unit 131 according to ACBL. In 2014 there were 11,470. A big drop of over 1300 tables! Think about what the result will be if this continues. Remember the Dodo Bird?THE GOOD NEWS: With cooperation from Directors, Teachers and Play-ers we can reverse the trend! When South bid 2 hearts, North did not alert E/W that 2 hearts showed both majors. Before the opening lead, South informed E/W that there was a failure to alert, explaining that 2 hearts showed both majors. Director is called. After talking with both East and West, West's call would have stayed the same, East said they would not have doubled 2 hearts had they known it showed both majors. Play continued. Final result, 2 spades down one for 100 E/W.1: E/W are required to defend the hand as bid. Failure to alert does not always require an automatic adjustment. If both East and West would taken the same action, the failure to alert would not have changed the auction.2: Director is called back with the final result. After reviewing the auction, and reviewing the hands, It was deter-mined that E/W was damaged by the failure to alert. The result was changed to 2 hearts down three for 300 E/W.WHEN SHOULD YOU CALL THE DIRECTOR FOR FAILURE TO ALERT?If Declarer or Dummy, call before the opening leadIf on Defense, call after end of play**You must not bring attention to the failure to alert because it gives your partner unauthorized information. This could be subject to a procedural penalty.Law 16 defines many types of unauthorized Information, such as “a remark, a question, an unexpected alert or failure to alert, or by unmistakable hesitation, unwonted speed, special emphasis, tone, gesture, movement of mannerism.” More examples of this Law in action in future issues of Declarer. What I have discovered in that short time is that I simply love this game. It has be-time. Each time I play, I challenge myself to slow down, think strategically and do the best I can and, just as important to As a "new" player, I think I could bring fresh ideas and a dif-ferent perspective to the board. As a (now retired) journalist, I and help develop plans that everyone could support. I believe any organization grows I think one of my skills age people to find common ground. She married Ivan Eugene Whitted in September 1960, with whom she loved to go fishing.An avid bridge player throughout her life, she shared the Bridge Studio in Overland Park and was a gold life mas-ter bridge player. Suzanne was also Mrs. Bridge of Kan-sas City in 1885 due to her numerous tournament wins. Her love of bridge was something she loved to share with and teach to her wealth of family and friends.What mattered most in life to Suzanne were the people she shared it with. She took great joy out of telephone conversations with her family and friends and support-ing her grandchildren as they played sports. She will be remembered as a woman who enjoyed helping people. and making a difference to those who loved her. The Unit would like to invite social bridge players to a “Duplicate TestDrive” in a friendly atmosphere. This event would be a nostress gathering that would include an overview of Du-plicate and an opportunity to actually play Duplicate for a couple of hours. There will be a num-ber of experienced Duplicate players in the room to answer questions if they come up during bidding and play. Lunch will be provided. Reservations will be required (so the appropriate amount of food can be determined) and the cost per person will be only $5.00. You can help make this event be a success with a minimum of time and effort. Think of one or two of your friends who play social bridge who might be interested in giving Duplicate a try. In 2009 there were 12,796 sanc-tioned tables of duplicate bridge played in Unit 131 according to ACBL. In 2014 there were 11,470. A big drop of over 1300 tables! Think about what the result will be if this continues. Remember the Dodo Bird?THE GOOD NEWS: With cooperation from Directors, Teachers and Play-ers we can reverse the trend! Omaha & Wichita have done so already by providing more opportunities for beginners and sponsoring events specifi-cally designed for newer players. A copy of the proposed New Bylaws, along with a computer generated comparison between the current and proposed New Bylaws,n be found on the Unit web sitewww.unit131.org Those documents are incorporatedinto this noticeby reference. Your Board urges a vote “FOR” the adoption of the New BylawsWe need a 2/3rds favorable voteto adopt the New Bylaws and improve our overall governance procedure. Every vote counts. This amended section would allow for expanding the size of the Board to accommodate the additional director in the event of a tie vote. It also would limitthe Board term of an officer elected to the period in which he serves as an officer, so that resignation or removal of an officer would automatically end his or her term on the Board.Section 6.6.1: Nominating Committee.This section is not new, but isrelocated.Section 6.11: Policies and Procedures. The current bylaws contemplate that any action by the Board relating to matters covered by the bylaws be incorporated into a schedule numbered to reflect the section of the bylaws to which the schedule relates. The New Bylaws delete references to Schedules and wouldallow the Board to include these matters in its Policies andProcedures. Page of Bylaws Changes Summary March 19, 2015 for two candidates for one position on the Board, the Board will be expanded to allow both candidates to serve. If there is a tie in the vote for an officer, the winner would be decided by a coin flip. Section 6.1: Fiduciary Duties. The New Bylaws would eliminate the requirement that the Unit incur the expense of an outside audit each time there is a change in the office of Treasurer. This matter is left to the discretion of the Board. Section 6.5.1: [Board] Size, Staggering Provisions. This amended section would allow for expanding the size of the Board to accommodate the additional director in the event of a tie vote. It also would limit the Board term of an officer elected to the period in which he serves as an officer, so that resignation or removal of an officer would automatically end his or her term on the Board. Section 6.6.1: Nominating Committee. This section is not new, but is relocated. Section 6.11: Policies and Procedures. The current bylaws contemplate that any action by the Board relating to matters covered by the bylaws be incorporated into a schedule numbered to reflect the section of the bylaws to which the schedule relates. The New Bylaws delete references to Schedules and would allow the Board to include these matters in its Policies and Procedures. This section also contains notice provisions to assure that Board members are given ample opportunity to review proposed changes in and additions to Policies and Procedures prior to their adoption. Section 7.6: Duties of Treasurer. This section has been revised to clarify which financial statements the Treasurer is expected to prepare periodically. Section 7.8: Removal of Officers. This amendment incorporates the requirement of Missouri law that officers be subject to removal by the Board without or without cause. This requirement also led to the change in Section 6.5.1 which would provide that the term of an offic on the Board ends when s/he resigns or is removed as an officer. Section 8: Executive Committee. Missouri law sets forth specific requirements for membership on, and procedures applicable to, Committees that are authorized to exercise Board powers. Because it is not contemplated that any committee other than the Executive Committee will be so authorized, the Board believes it is appropriate to have a separate section dealing with the Executive Committee. monetary limit is placed on the latitude that the Executive Committee can be given in exercising Board powers. The Board can also place other restrictions on the Executive Committee and is not required to appoint an Executive Committee. Section 9: Standing and Ad Hoc Committees. Since the Unit has no employees, much of the work of the Unit is done by committees. These committees perform in the realm of operations, rather than governance, so the New Bylaws would provide that the Board can authorize the President to appoint their members and state specifically that they are not “Committees of the Board” for purposes of the Missouri Statutes. Section 12.3: Unit Recorder. This section would incorporate into the Bylaws the Board’s current practice of electing the Unit Recorder annually. Section 12.6: This section would incorporate into the bylaws requirements of Missouri law relating to the annual financial statements of the Unit. We have set forth below a summary of those changes that are of a substantive nature or we believe will be of particular interest to members. Sections not mentioned are either unchanged or they were changed only in minor respects that were not substantive. We encourage members to review the entire existing and proposed New Bylaws that are on our web site: www.unit131.org . Section 5.1: Annual Meeting. Rather than require the annual meeting to be at any particular tournament, which might be canceled or delayed until late in a particular year, the New Bylaws would provide that the Board can schedule the annual meeting at any time prior to July 31, and that if practicable the meeting should be held during a tournament weekend. Section 5.5.1: List of Members. As a reminder to the Secretary, and for the information of members, this section includes a recitation of the Missouri Statutory requirement that the list of members must be available for inspection by any member prior to and during meetings of the members. Section 5.8.1: Voting. The amendment to this section would make two changes of substance. First, both Missouri law and ACBL Regulations require that ballots in elections be signed by the members who are voting. In order to assure compliance with those provisions, this section now requires a signature as well as the name and ACBL number of the member on the ballot submitted by a member. When South bid 2 hearts, North did not alert E/W that 2 hearts showed both majors. Before the opening lead, South informed E/W that there was a failure to alert, explaining that 2 hearts showed both majors. Director is called. After talking with both East and West, West's call would have stayed the same, East said they would not have doubled 2 hearts had they known it showed both majors. Play continued. Final result, 2 spades down one for 100 E/W.1: E/W are required to defend the hand as bid. Failure to alert does not always require an automatic adjustment. If both East and West would taken the same action, the failure to alert would not have changed the auction. 2: Director is called back with the final result. After reviewing the auction, and reviewing the hands, It was deter-mined that E/W was damaged by the failure to alert. The result was changed to 2 hearts down three for 300 E/W. Jeanne Kyte: In the past, I have served on several school advisory boards (Magnet They have generally been fun and positive experiences. I have been playing bridge for about 10 years. I had to quit playing entirely for a year or so when my husband, daughter and I opened a pizza business. Lately I've been playing 2-3 times a week in an effort to improve my game. After talking with both East and West, West's call would have stayed the same, East said they would not have doubled 2 hearts had they known it showed both majors. Play continued. Final result, 2 spades down one for 100 E/W.1: E/W are required to defend the hand as bid. Failure to alert does not always require an automatic adjustment. If both East and West would taken the same action, the failure to alert would not have changed the auction. 2: Director is called back with the final result. After reviewing the auction, and reviewing the hands, It was deter-mined that E/W was damaged by the failure to alert. The result was changed to 2 hearts down three for 300 E/W. Before the opening lead, South informed E/W that there was a failure to alert, explaining that 2 hearts showed both majors. Director is called. After talking with both East and West, West's call would have stayed the same, East said they would not have doubled 2 hearts had they known it showed both majors. Play continued. Final result, 2 spades down one for 100 E/W.1: E/W are required to defend the hand as bid. Failure to alert does not always require an automatic adjustment. If both East and West would taken the same action, the failure to alert would not have changed the auction. 2: Director is called back with the final result. After reviewing the auction, and reviewing the hands, It was deter-mined that E/W was damaged by the failure to alert. The result was changed to 2 hearts down three for 300 E/W.
