4. 13th Ave PS Discharge Lines Outfall Scour12-foot-deep scour hole created in slough beneath outfall from force of water leaving pipesRegulatory requirements to address water qualityIf not addressed, levee toe will continue to erodeMitigate by adding energy dissipation to outfall, hole will fill in over time from natural sedimentationNew discharge structure and energy dissipation fitting will be integrated into upcoming U.S. Army Corps of Engineers (USACE) Portland Metro Levee System (PMLS) improvement projects
