Background
In addition to the MSBU tentative rate adoption, the board is presented with the franchise hauler rates.
Currently, we are in the last year of the existing 7-year contracts.
2016 collection service contract has yet to be awarded.
2016 collection service procurement is under protest.

Background
The board will select one of three options for service:
Option 1: 2-1-1 service, manual collection
Option 2: 2-1-1 service, automated collection
Option 3: 1-1-1 service, automated collection
When the board makes its selection for service, the hauler compensation rates will be set by the franchise agreements.

Requested Action
Staff recommends that:
The tentative MSBU rate be held constant at $235 per household for calendar year 2016
The hauler compensation rates for 2016 service be set by the franchise agreements
