.In 2008, a framework law on the environment was adopted, with sections 8 and 9 dealing with the management of wastes and hazardous wastes;The obligation to transmit national reports pursuant to paragraph 3 of Article 13 could not be
complied
with
until
recently
for
two
main
reasons
:
L
ack
of information on the life cycle of
wastes
from
various
sectors
in Togo and
L
ack
of a
legal
and
institutional
framework
reflecting
all the
necessary
provisions of the Basel Convention.
Slide3The ICCIn 2009, the Secretariat initiated consultations with
Togo based on the fact that it had never transmitted a national report. The objective of the consultations was to identify the possible difficulties faced by Togo and how to overcome themTogo engaged in a dialogue with the Secretariat and explained its
challenges
In
November
2010, the Secretariat made a submission to the ICC for
this
body to
assist
Togo in
restoring
compliance
with the national reporting obligation
The initial assistance provided by the ICC was in the form of advice
Togo then developed a compliance action plan with detailed steps towards restoring compliance
The plan was approved by the ICC in 2012 with a recommendation to the Secretariat that it use resources in the implementation fund of up to USD 50’000 for Togo to implement it
The activities of the plan followed a two track approach: development of an inventory, and review and initiation of adjustments to the national legal and institutional frameworks to ensure the sustainability of compliance
The
funding
was
made
available
to
hire
an international consultant, a national consultant, and to
convene
consultative meetings and workshops in Togo
