slide3. Main Achievements of 2014 – 2019 PCA Main Achievements of 2016 – 2019 PCA The Government of Sweden, represented by Sida, provided funding of US$ 17.2 Million in the years 2016-2019 to support implementation of activities in the 2014-2019 strategic plan.
The substantive focus was on subprogrammes 1, 2, 3 and 5: Urban land, legislation and governance; Urban planning and design; Urban economy; Housing and slum upgrading. Within these SPs, there were 11 substantive priority areas, out of which 5 are 100% completed, 5 are 90% completed and 1 is 80% completed
In addition, the PCA supported 10 deliverables related to the function of the Programme Division coordination office, Executive Direction and Management and Programme Support. These included programme coordination and cross-cutting issues; partnerships; evaluation and programme support. Introduction 2 |<br>
slide4. Main Achievements of 2014 – 2019 PCA Main Achievements of 2016 – 2019 PCA Slum Upgrading Assessment tools, Regulatory Law Assessment tools and Planning Law Assessment tools developed and tested/piloted in Bolivia.
Improved urban legislation drafting capacity of over 200 urban practitioners in developing countries.
Over 3,250 Certificate of Customary Ownership issued by Uganda Government in six districts.
7,470 households have improved land tenure security.
Government of Nepal adopted a National Land Policy and enacted a new Land Use Act and amended two. Subprogramme 1: Land, Legislation and Governance 3 |<br>
slide5. Main Achievements of 2014 – 2019 PCA Main Achievements of 2016 – 2019 PCA Guiding principles and Framework for Action on Urban-Rural Linkages Developed with over 125 stakeholders adopted by the UN-Habitat Assembly and applied in 11 countries.
As a result of the National Urban Policy database, SDG 11.a is being used to monitor NUA and SDG 11.
17 public spaces upgraded impacting over 1.5million people.
Data for SDG Indicator 11.7 now available for 610 cities in 95 countries.
Capacity of over 4000 households improved on how to deal with negative impacts of climate change.
Over 1.17million people benefitting; enjoying safe access to 95 public spaces. Subprogramme 2: Urban Planning and Design 4 |<br>

A Guide to Land-Based Finance in Local Governance was published
Global Municipal Database developed (containing a collection of shared indicators for a sample of local/city government around the world, focusing on budget data.
Improved capacity of sub-national and local/county governments in various topics.
Various publications and research reports published. (for example, Municipal Finance and Youth, Youth and City and Youth and the New Urban Agenda developed as input to Habitat III process and translated into 5 languages). Subprogramme 3: Urban Economy and Finance 5 |<br>
slide7. Main Achievements of 2014 – 2019 PCA Main Achievements of 2016 – 2019 PCA Capacity of 43 governments (30 in 2014) improved in formulation and implementation of improved housing policies, strategies and programmes.
Over 3700 community members reached in Sri Lanka through linking the provision of housing support to 1600 plantation households
Regional and National Housing Guidelines developed for 4 countries, setting the platform improved housing sectors.
Improved partnerships and collaborations among relevant parties (governments, private sector, civil society, intergovernmental and international organizations) through the Global Compact for Housing Solutions Subprogramme 5: Housing and Slum Upgrading 6 |<br>

Main Achievements of 2014 – 2019 PCA Main Achievements of 2016 – 2019 PCA A systematic and problem-based approach to legislative design that is firmly grounded in local realities and resources can deliver tangible benefits for relatively low investment if started early enough and if given sufficient political support.
GLTN tools and approaches are valuable and suitable for implementation of land reforms and improving tenure security of disadvantaged populations as evidenced by the high demand for assistance from different countries.
Mainstreaming Urban Rural Linkages, National Spatial strategy, and Smart City Strategy in National Urban Policies provide a holistic approach to address urbanization issues.
Action not just at the city scale but also at the metropolitan scale is crucial to improve air quality -- particularly when it comes to fostering seamless public transport options Lessons Learned from subprogrammes (1/2) 7 |<br>
slide9. Main Achievements of 2014 – 2019 PCA Main Achievements of 2016 – 2019 PCA There is no guarantee that a successful intervention in a country would attract more funding to sustain activities. This is mostly due to donor’s having different priorities in different countries. The country engagement strategy should add this as a criteria for country engagement in the future.
SIDA’s consistent support to the normative work of the Agency through its funding over the years has been essential for the development of major areas of normative work
Several key areas of the 2016-19 PCA support are now anchored in the new strategic plan 2020-2023. These areas are being further developed through selected urban practices in UN-Habitat’s new organizational structure. Lessons Learned from subprogrammes (2/2) 8 |<br>

Main Achievements of 2014 – 2019 PCA Main Achievements of 2016 – 2019 PCA Average of 90 projects were approved each year over four years by the Programme Advisory Group, with field operational projects constituting about 75% and normative about 25%. Of the field operational projects, 80% integrated normative work. Tracking made possible by the new project document template.
Improved quality of projects as projects exhibited strengthened gender and human rights issues through the use of a marker system. The social inclusion markers (gender, youth, human rights) are now being incorporated into cohesive UN-Habitat Environmental and Social Safeguards System (ESSS) in line with UN system-wide common approach. Features include standard profiles of more than 600 donors, training materials, donor reporting calendar, and various management information reports.
Quarterly donor brief to enhance communications with donors and other partners on the impact of UN-Habitat’s work and provide updates on major organizational developments – reaches 14,000 partners and published also on the donor pages of the UN-Habitat website. Programme Support 10 |<br>

Main Achievements of 2014 – 2019 PCA Main Achievements of 2016 – 2019 PCA The influence of local and regional governments on global agendas has grown from strength to strength during this period through partnerships involving UNCLA, the Global taskforce on local and regional governments, UN-Habitat, UCLG, UNDESA, Office of the Secretary General, UNCDF, and UNDP amongst others
54 Evaluation reports were produced. Evidence from on-line annual evaluation surveys, conducted each year from 2014-2019 reveal that 71% of the respondents felt that evaluations contributed or improved the performance of projects and programmes and 52% felt that that evaluation findings, lessons and recommendations are always or somehow influencing management decision-making.
Establishment of Stakeholder’s Advisory Group (SAGE) comprising 16 independent experts launched during the global stakeholder’s forum to advise the UN-Habitat Executive Director on stakeholder engagement in the programme. Executive Direction and Management 11 |<br>
