A New Direction Support the Commandant’s leadership to prepare for Great Power Competition NDS focused on near-peer threats from China and Russia in the maritime theatres, we must rebalance resources to better align with strategic environment. After decades of ground combat focus, Marine Corps Force 2030 will reintegrate with Naval fleet and transition to a lighter, less observable, more dispersed force by: Prioritizing procurement of long-range precision fires; air defense systems; high-endurance long-range unmanned systems with ISR and EW, resilient networks, and disruptive and less-lethal capabilities Divesting from tanks and legacy AAVs, reducing number of F-35s per squadron, heavy lift squadrons, and a majority of artillery battalions “If provided the opportunity to secure additional modernization dollars in exchange for force structure, I am prepared to do so” – 38th CMC David Berger New doctrine training and education reforms will: increase entry-level training investment, modify to advanced infantry training to develop the quality, maturity and capabilities envisioned for a multi-disciplinary infantry Marine Corps Priorities Moving Forward – Remaining a Certain Force for an Uncertain World The Marine Corps is transitioning back to its Naval roots. Adversary advances in surveillance and fires makes closer naval integration critical. Marines must execute sea denial and sea control missions. Commandant’s Intent – Still First to Fight USMC will be the world’s premiere Naval expeditionary force-in-readiness. Forward postured to deter conflict. Fleet Marine Forces must support the Joint Force Maritime Component Commander and Fleet Commander concept of operations. The Future Marines – Fight and Win Maintain high standards while reducing overall force by 12,000 Marines by 2030. Fleet Marine Force The U.S. Marine Corps is the world’s premier fighting force, deterring enemy aggression and safeguarding stability across the globe. In addition to counter-insurgency operations and great power deterrence, the USMC conducts routine missions related to counter-terrorism, counter-piracy, theatre security, humanitarian assistance, and disaster relief. The forward deployment and expeditionary strength of the USMC give national leaders time to create diplomatic solutions. Deployed units are self-sufficient, always ready, and able to respond rapidly to any developing situation. We depend on the Marine Corps, but the Marine Corps also depends on us.
