Must Be Competitive Statewide Procurement Mostly outlined in federal statute and regulations Some state flexibility States must determine ‘Demonstrated Effectiveness’ Only states can award ‘eligible providers’ All Applicants must respond to ‘13 Considerations’ outlined in federal statute $80million annual investment Applicants must be able to apply for each federal pot of money separately Pot 1= AEFLA (231), State GR, and TANF Pot 2= Integrated English Literacy and Civics Education (243) AEL Statewide Competition Underway Closed January 19, 2024 Grant formations are occurring New grants executed – July 1, 2024 (5+ yr cycle) Underwent Significant Changes Based Largely on OCTAE Requirements Rethink how we conducted our competition and how we will distribute allocations Program Goals Programs will provide adults in contracted area with basic education that enables them to effectively: become literate and obtain the knowledge and skills necessary for employment and economic self-sufficiency; attain a high school equivalency or secondary school diploma; participate in postsecondary education and training through concurrent or Co- enrollment in Workforce Training programs including through co- enrollment in Integrated Education and Training (IET) programs; and enter or advance in employment including, prepare for unsubsidized employment in in-demand industries and occupations that lead to economic self-sufficiency; Texas Performance Indicators Participants Served – State/LBB only Measurable Skills Gain – Federal only Employed/Enrolled Q2 After Exit – LBB/Federal Employed/Enrolled Q2-4 After Exit –LBB/Federal Credential Attainment –LBB/Federal Effectiveness in Serving Employers—Retention measure announced June 11, 2024 Disclaimer: Variations in methodology between LBB/Federal Federal Methodology: OCTAE Memo 17-2, Chg 3 (June 11, 2024) Program Stats Students and Staff 70,000+ students annually: 70% Female 16,000 16-24 y/o 48,500 24-54 y/o 73% Hispanic/Latino 30,000+ Low Income 17,000+ Long Term Unemployed* (27+ consecutive weeks) 3,500+ Staff (instructional and non-instructional) Majority Part Time Bachelors Degree Required Majority W/out education certs (Elem or Secondary) Need more qualified instructors * Does not take into consideration work authorization Providers and Sites (PILOT) Two 100% Virtual HSE Providers University of Texas—Austin Texas Tech University 100+ Providers – Statewide Community Colleges
