slide4. ASEAN Qualifications Reference Framework is a regional qualifications framework which was developed under the auspices of Australia-New Zealand Economic Cooperation and endorsed by the ASEAN Ministers of Labour, Economics and Education.
The framework is a neutral instrument for AMS to compare their national qualifications systems. It assists in the translation of national systems to a common yardstick. It is voluntary and does not compel changes in any national systems. The referencing is a robust process by which an ASEAN member state (AMS) describes its national qualifications system/s, how it sets and evolves the standard of its qualifications and assures the fulfilment of these standards. What is AQRF referencing?<br>
slide5. MQA, on behalf of Malaysia has already concluded referencing of our national qualifications framework with New Zealand and Japan, and continues to work with others on similar arrangements. The referencing to AQRF will make transparent our qualifications systems to AMS and others beyond the region. This will strengthen trust in our qualifications and facilitate mobility of learners, academics, and talent within and beyond this region – an ASEAN and national aspiration. In 2015 the Cabinet mandated that MQA lead and coordinate all activities in relation to this referencing exercise. MyAQRF, a national committee of main stakeholders was formed to coordinate this project. The actual referencing work is tasked to a working group of experts in education, qualifications and quality assurance who produced this draft report. Why do we need to do this?

slide6. There are 11 criteria to be met. The heart of the referencing involves criterion 3 – how is a qualifications accepted; criterion 4 – detail analyses and conclusions about the fit between MQF qualifications levels and those of AQRF; criterion 5 – the standards by which qualifications are evaluated and approved; criterion 6 – the processes and agencies responsible for quality assurance of qualifications and criterion 11 – review by 2 independent international experts. What are the criteria to be met?
How does Malaysia measure up to AQRF? The partial draft reports have been progressively evaluated by ASEAN AQRF Committee. The feedback thus far has been extremely positive. The draft report concludes that MQF levels show GOOD FIT to the AQRF levels. We are awaiting comments from 2 international experts and YOU - the stakeholders.<br>

slide8. This section describes the education and training system from pre-school through to higher education outlining the laws, the agencies, qualifications, institutions and lifelong and experiential learning (Fig 1).
The 5 phases of our education system from pre-school, primary, lower secondary, upper secondary and tertiary education are described.
A overall pathway picture is provided to show the connectivity between and to different levels within the education system (Fig 2).
The basic statistics of schools, teachers and students depict the scale and complexity of the system.

slide11. This section describes the mandate for referencing and empowering MQA to lead the exercise.
Following the endorsement of AQRF by the Ministers of Labour, Education and Economy, the Malaysian Government on 29th April 2015 mandated that MQA, an agency under MOE, lead and coordinate all matters relating to the referencing.
To facilitate the referencing, a multisectoral committee called the MyAQRF Committee was established with representation from key ministries, agencies and bodies (see next slide).
A Working Committee comprising experts from quality assurance bodies and universities was formed to conceive and complete the report as required by ASEAN. Criterion 2: Mandate and Representation for Referencing<br>

slide13. This section describes the processes by which qualifications are assigned appropriate level within the MQF (Fig 3).
The objectives, learning outcome domains, the 3 sectors and the 8 levels of the framework are explained.
Two broad approaches involving MQA and professional bodies on the one hand, and JPK, on the other, is explained. In both approaches, the accreditation process ascertains and ensures the appropriate level is attained by the proposed programme/trainee before officially listing it in MQR or granting the award.
Additionally, the equivalency process is outlined for non-MQF local and international qualifications.
The international comparability exercises are also a way to reference and mutually locate our qualifications within the frameworks Criterion 3: Inclusion of Qualifications in MQF<br>

slide15. This section describes the key features of both frameworks including its genesis and purpose teasing out the similarities and differences (Fig. 4).
The conceptual and definitional comparison of elements of the qualifications, levels, domains etc. were analysed drawing out the similarities and differences.
A closer and detail textual, technical and social analyses of the 4 competency domains of AQRF encapsulated in 2 broad learning outcomes i.e., knowledge and skills, and application and responsibility by the 8 levels against MQF was carried out.
MQF qualification descriptors despite being a 15 year old framework, maintains a good fit with AQRF level descriptors. Fig. 5 shows the level to level reference between the 2 frameworks . Criterion 4: Linking MQF to AQRF<br>

slide20. This section describes the standards, criteria and guidelines developed and applied by key quality assurance bodies – MQA, JPK and professional bodies (Fig 6).
The standards, criteria and guidelines for various qualification levels are developed based on international practices and national needs, is accessible to the public and revised as necessary.

slide22. This section describes the regulatory regime and agencies and processes employed to accredit qualifications (Fig 7).
The description is structured to reflect the key principles used by ASEAN Quality Assurance Framework to show strength by alignment to international good principles.
The 2 approaches i.e., by the skills sector under the purview of DSD and MQA are explained.
The section strives to show that there is a transparent and rigorous process to evaluate adherence to standards and list accredited qualifications/awards for public use (Fig 8). Criterion 6: National QA System for Education & Training<br>

Criterion 8: Evaluation of the AQRF Report to 2 international experts. We have appointed Mrs. Dorte Kristoffersen (ex-MD of Hong Kong Council for Accreditation of Vocational and Academic Qualifications) and Dr Bryan Maguire (Director, Quality & Quality Assurance) for this purpose.
Criterion 9: The draft referencing report and later the endorsed report will be made accessible to all stakeholders.
Criterion 10: The AQRF referencing report upon endorsement by ASEAN will be published on MyAQRF portal.
Criterion 11: It is encouraged that AQRF referencing information be included in Malaysian qualifications. Criterion 7-13:<br>
slide26. Malaysian Qualifications Framework 2017 set for implementation from 1st April 2019 is a revision of the present MQF. It updates, clarifies, and completes without any structural changes. The Learning Outcomes are reprofiled and organized as 5 clusters which permits better link with other frameworks e.g., AQRF and highlights new outcomes consistent with future needs.
The Code of Practice for Programme Accreditation (2008) has been revised taking into account our experiences and changes around and beyond this region. The code is now consolidated, streamlined and strengthened.
The Single Quality Assurance System is a major initiative under the auspices of EPU to harmonise the quality assurance work of MQA and DSD. To this end, a common TEVT standard has been developed along with a harmonised process from application to registration of qualifications or qualifications holders. Future Plan & Next Steps<br>
slide27. A broad-based and cross cutting initiative to re-examine accreditation, standards, policies and guidelines used by ministries and accreditation bodies is underway to prepare higher education for the 4th industrial revolution.
More flexibilities are conceived to ensure qualifications are appropriate for the new world of work and for the new generation of learners. Modular and stackable micro-credentials to upskilling for lifelong learning; better industry engagement and strengthening of TEVT ecosystem are some of the initiatives. Future Plan & Next Steps<br>
