What are the criteria to be met? How does Malaysia measure up to these criteria? Your questions? 3 ASEAN Qualifications Reference Framework is a regional qualifications framework which was developed under the auspices of Australia-New Zealand Economic Cooperation and endorsed by the ASEAN Ministers of Labour, Economics and Education. The framework is a neutral instrument for AMS to compare their national qualifications systems. It assists in the translation of national systems to a common yardstick. It is voluntary and does not compel changes in any national systems. The referencing is a robust process by which an ASEAN member state (AMS) describes its national qualifications system/s, how it sets and evolves the standard of its qualifications and assures the fulfilment of these standards. What is AQRF referencing? MQA, on behalf of Malaysia has already concluded referencing of our national qualifications framework with New Zealand and Japan, and continues to work with others on similar arrangements. The referencing to AQRF will make transparent our qualifications systems to AMS and others beyond the region. This will strengthen trust in our qualifications and facilitate mobility of learners, academics, and talent within and beyond this region – an ASEAN and national aspiration. In 2015 the Cabinet mandated that MQA lead and coordinate all activities in relation to this referencing exercise. MyAQRF, a national committee of main stakeholders was formed to coordinate this project. The actual referencing work is tasked to a working group of experts in education, qualifications and quality assurance who produced this draft report. Why do we need to do this? Who is doing it? There are 11 criteria to be met. The heart of the referencing involves criterion 3 – how is a qualifications accepted; criterion 4 – detail analyses and conclusions about the fit between MQF qualifications levels and those of AQRF; criterion
