GCIS 2021/22 – 2022/23 ANNUAL PERFORMANCE PLAN Date: 4 May 2021 2 PRESENTATION OUTLINE 3 Section 195 (g) of the Constitution (1996) - Public should be provided with timely, accurate and accessible information. Deepen democracy and sustain nation-building and patriotism by ensuring that the citizenry is informed about government programmes and that they are able to influence and participate in such programmes. GCIS established through Cabinet; approval of the 1998 report of the Task Group on Government Communications (Comtask: 1996: 58), supported by the constitutional imperative The Public Finance Management Act, 1999 (Act 1 of 1999), as amended. Section 41: Cooperative governance values. Section 195: Basic values and principles governing public administration. Sections 231: International Agreements. Public Service Act, 103 of 1994 Revised Framework for Strategic Plans & Annual Performance Plans. Constitutional Mandate Legislative Mandate & 1.1 OUR MANDATE| CONSTITUTIONAL & LEGISLATIVE 4 1.2 GCIS MANDATE 5 GCIS implementation is underpinned by the following key imperatives: The approved five years National Communication Strategic Framework (NCSF) Approved National Communication Policy Strategic Priorities of government (MTSF) National Development Plan (NDP) Economic Recovery and Reconstruction Plan (ERRP) 1.2 POLICY MANDATE 6 2. STRATEGIC FOCUS| VISION, MISSION & VALUES 3. STRATEGIC COMMUNICATION AREAS 4. SUMMARY OF APP 2021/22 The 2021/22 APP is the second year of strategic plan for 2020/ 2024. It builds on the progress made in 2020/21 which was largely focus on communication on COVID19; GBVF; ERRP; Anti Corruption and a sharpen communication co-ordination machinery. It builds on the technological adjustment in the manner in which communication was conducted in the past year and the capacity building that was started in 2020 financial year. It continues to disseminate information using the established communication core- teams that includes districts communicators, provincial and GCIS structures at the provincial and national level. Continues to build the relations developed with media both internationally and domestically. Finalise the transformation of the Marketing, Advertising and communication Charter Council. Continue to provide oversight of MDDA and Brand SA. Continue to provide communication service agency to departments. 9 5. GCIS STRUCTURE 10 6.
