Home Education and Private Tutoring The decision to have a home education program or a private tutoring program is a right.
School district approval is not needed to commence either program; however, the required documentation must be submitted.
The state regulations related to home education and private tutoring are 22 Pa. Code § 11.31a and 22 Pa. Code § 11.31(b)(1), respectively. 2 12/5/2025<br>

Program Descriptions Homeschooling is a program where the education of the student is directed by the parent, guardian or such person having legal custody (“the home school supervisor”) of the child or children.
Private tutoring programs are for families that are interested in hiring a private tutor (PA certified teacher) to educate their children to satisfy compulsory education requirements.
A parent or guardian may act as a private tutor for their own children as long as the documentation and teacher certification requirements are met. 12/5/2025 3<br>

Program Tracking and Data School districts are responsible for tracking the educational progress of home schooled and privately tutored students and must provide data to PA Department of Education (PDE) annually.
The following statistics summarize the data for all reporting districts for the 2024-25 school year and where appropriate, the data is shown for other prior years. 12/5/2025 4<br>

Home School Enrollment – Ages 5-21 5 Home school enrollment in Pennsylvania has increased 72% since 2019-20.<br>

Privately Tutored Enrollment – Ages 5-21 The number of Pennsylvania students enrolled in private tutoring has increased 77% since 2019-20. 6<br>

Home School Students – By Age 12/5/2025 7 Home school enrollment in both age groups has increased more than 10% since 2022-23.<br>

School District Sponsored Online Programs More than 90% of school districts offered at least one grade of curriculum as an online program in 2024-25. 8 While more districts offer online programs than ever before, there was continued growth in homeschooling.<br>

Academic Courses and CTE Programs Effective the 2023-24 SY, all home school students may take cocurricular classes, academic courses, and participate in CTE programs in their resident school districts.
Prior to the 2023-24 SY, school districts had the discretion to allow home school students to take classes, and the majority (79.8%) did permit this.
With the 2023-24 SY, PDE formally began collecting data on home schoolers taking classes and/or participating in CTE programs. 12/5/2025 10<br>
