SITUATIONAL ANALYSIS Current Council instituted since Nov 2013, but appointment of the new CEO by the previous Council – 2012 October 1st- Faced by various challenges – Passing of Madiba (logistical preparations and funeral)- Bhunga renovations- administration operating in Qunu Youth Heritage Centre Handing Over Report by previous Council tabled by DAC cited deeper challenges organisation in ICU- organizational and administration void related to the departure of previous CEO (June 2012) (3 months without CEO, Litigation by the previous CEO, Financial irregularities- deeper issues related to supply chain, R2m issue that was used for operations instead of spending on infrastructure CONTINUED AG Report July 2014 – Conveyed Qualified Opinion, management report findings: AFS – Misstatements on payroll- inability to determine completeness of monthly reconciliations (R8,3m) Leave accruals – could not be verified Inadequate project reconciliation including bank balances of part of R22, 6m interest not completely reflected on unspent Conditional Grant unsupported journal entries Irregular expenditure disclosure- Supply Chain (disclosed R, 2m instead additional amounts discovered -R304 000 Unauthorised expenditure -R499 900 Misalignment predetermined goals 4. TURNAROUND PLAN New Council – observations highlighted institutional failure, organizational instability, failure to improve audit findings, lack of leadership and stewardship, lack of knowledge and understanding on heritage sector, staff conflicts, system collapse. Precautionary suspension of CEO by 07 June 2014-complete administration failure after verbal and written warnings DAC Ministry informed- requested Administration intervention – Special Administrator or DAC secondment- financial constraint CONTINUED Appointment of an Acting CEO- with no related costs Council and Institutional Legal void- resigning of a Legal Council Member- Based in Durban -proximity and tight schedule- submission for a replacement -legally skilled Council Member from DAC not yet replaced. Post CEO suspension Council embattled with long disciplinary processes- Frustrations on hearings, tedious labour process (sick leave, his not registered as an advocate within Law Society up to date Last Council Resolution May 2015- Separation of parties– Settlement offered negotiations in process CONTINUED Vision redirection and
