PCS Presentation to the Joint Standing Committee on the Financial Management of Parliament 22 August 2019 1 The Constitution directs Parliament to: Facilitate public involvement Conduct its business openly and transparently Regulate public access, including access of the media 2 Introduction The purpose of the Parliamentary Communications Services (PCS) is to support the Institution's strategic plans by increasing the reach, access and flow of empowering information regarding the business of Parliament for a better informed citizenry. Improve communication of the business of Parliament in order to increase public involvement by developing and implementing a comprehensive communications strategy Improve relationship with stakeholders by developing and implementing a stakeholder management plan. 3 Purpose of the Division Sections & Units Production and Publishing Section Multimedia Productions Unit Information and Content Development Unit Media and Stakeholder Relations Section Media Relations Unit Internal Communications Unit Public Relations Unit 4 Roles and Functions (Section) Media and Stakeholder Relations Render media support services to the leadership and management of Parliament through optimising numerous engagement and media platforms. Provide public and stakeholder relations management, switchboard services, as well as brand/marketing, and events management. Render effective internal communication within Parliament, in support of the leadership and management, using various channels to enhance awareness, understanding, positive attitude and participation of employees and internal stakeholders. Production and Publishing Produce products and communication tools including design and layout, photography, video coverage, motion picture editing, outside broadcasts, live streaming and social media. Public participation, public education and committee outreach programme communication support.
