The Structured Bilateral Mechanisms, high-level visits and political engagements with countries in the region took place against the backdrop of political and economic developments on the continent and focused on:
Uganda State Visit to SA to review and strengthen the current state of bilateral relations and evaluate progress made in the implementation of agreed areas of cooperation whilst exploring cooperation in other areas of mutual interest including the signing of MoU’s on Cooperation in the Fields of Women, Youth and Persons with Disabilities; on Cooperation in Tourism; on Cooperation in the Field of Correctional Services and Prisons; on Cooperation in Transport Related Matters and on Cooperation in the Field of Information and Communication Technologies

The SBMs, high-level and other political engagements, with countries in the region focused on:
The attendance by Minister Pandor to the US-Africa Leaders’ Summit in Washington DC. Issues discussed included key outcomes relating to health, climate change, conflict, food security and food system resilience
Meetings between Minister Pandor and Secretary Blinken focussed on the commitments made at the US-Africa Leaders’ Summit, South Africa’s important role as a peacemaker across Europe and Africa, the Official visit by the US Congress Delegation (CODEL), House Resolution 145 (Bill R145), the Black Sea Grain Initiative and SA-Russia Relations
US Treasury Secretary, Ms Yellen visited SA in January to meet with President Ramaphosa and Ministers, private companies, and philanthropists including the SARB. Cooperation in the multilateral arena on issues of mutual concern included a celebration of long-standing diplomatic ties with countries in the region, including talks on study tours to Canada and the 14th Annual Consultations (AC) between SA and Canada
The main objectives of the 17th JCM with Cuba was to elevate trade relations to the same level as our excellent political relations as well as the BRICS Chairmanship 2023

A State Visit to South Africa was undertaken by their Majesties King Philippe, and Queen Mathilde of Belgium. The visit highlighted the diverseness of SA’s relations with Belgium and refocused the importance of SA/Belgium ties in trade and investment. Various aspects of SA/Belgium relations in Energy, Health, Science, Innovation and Trade and Investment was discussed at ministerial level

The 8th Senior Officials’ Meeting (SOM) with Australia held in Pretoria on 28 March 2023 was successfully concluded
The Inter-Departmental Meeting (IDM) held in preparation for the 8th Senior Officials’ Meeting (SOM) with Australia explored possible avenues for further cooperation including tertiary scholarships and indigenous tourism knowledge exchanges
High-level meetings in the Middle East focussed on regional security and stability, extremism, terrorism and humanitarian aid and interventions by the UN Programme 2: International Relations (cont.)<br>

High level meeting with the Secretary General of the National Public-Private Partnership Steering Committee (CNP-PPP) Ivory Coast to obtain an understanding of the process and gaining access to the Ivorian PPP market
The 2023 African Mining Indaba was held in Cape Town. Various engagements took place between SA businesses and West African countries in critical areas of trade and investment including the mining of bauxite in Mali and trade opportunities i.r.o. the manufacturing of aluminium which is a critical component of electricity
A visit was undertaken to the company Accra Sunon Asogli Power (Ghana) LTD to engage in terms of possible investment in the South African energy sector
A business roundtable seminar on “Overcoming Market Entry & Legislative Challenges in the Wake of the Implementation of the AfCFTA” was held in Accra. The event was well attended, attracting over 134 participants from government agencies 12 Programme 2: International Relations (cont.)<br>

In North Africa, trade and investment focussed on Mining (Oil, Gold and Diamonds), Aquaculture, Digital Technology, Agriculture and Agro-processing (Cotton, Arabian Gum, Rice, Sesame, Peanuts and Livestock), Infrastructure Development (ICT and Energy) and Cosmetics
In Southern Africa, trade and investment focussed on construction mining and civil aviation amongst others. The SA-DRC Women in Mining Conference allowed the opportunity to network with potential business partners in DRC.
In East Africa meetings on trade and investment were held with the Federation of the Chamber of Commerce and Industry of Madagascar; DBSA on derisking infrastructure projects on the continent ; Department of Agriculture, Land Reform and Rural Development; South African Airways (SAA); Central Bank of Burundi; the IBSA FUND – SA/ UN/ BURUNDI; the Ministry of Agriculture of the State of Eritrea; Asmara Brewery and the Strategic Fuel Fund, the Nile Orange Company (South Sudan) and Airlink. 13 Programme 2: International Relations (cont.)<br>

Attendance of the Middle East Energy Expo enabled the mission to engage with the SA participants who were represented at the EXPO and received feedback on their participation, including interacting with international energy experts and companies represented

Saudi Arabia hosted the Future Minerals Forum (FMF) which focused on exploring and pursuing opportunities for possible investment to contribute to SA’s economic growth and the finalising of trade and investment MoU’s between Saudi Arabia and South Africa
Transnet visited Saudi Arabia to tour a desalination plant and Water Academy with the aim of partnering with Saudi experts to improve energy and water infrastructure needs at South Africa’s ports
In a meeting with Honor Technologies (formerly the smartphone brand of Huawei), it was mentioned that the company’s South African entity, the “Honor Experience Store” to open in SA soon will have a strong focus on social responsibility and youth engagement in SA 17<br>
Saudi Arabia hosted the Future Minerals Forum (FMF) which focused on exploring and pursuing opportunities for possible investment to contribute to SA’s economic growth and the finalising of trade and investment MoU’s between Saudi Arabia and South Africa

The mission hosted a successful Human Rights Day in collaboration with BrandSA who launched Human Rights month and Human Rights Festival in Ghana. Global South Africans is a programme/campaign aimed at enlisting the talent, experience and credibility of South Africans living and traveling abroad to build the Nation Brand internationally
In Uganda, Airlink in collaboration with the SAHC in Kampala held a Tour and Travel Workshop which brought together tour operations and travel agencies focussing on SA as a preferred tourist destination
The launch of the Joint Tourism Technical Committee between South Africa and Ghana was held to oversee the implementation of the MoU of Cooperation in the Field of Tourism between Ghana and SA 18 TOURISM

In line with government’s priorities to accelerate transformation and create jobs, tourism, cultural and economic diplomacy are identified as enablers for economic and sustainable development in SA
Amongst the efforts to increase tourism promotion within the region, the following events and engagements took place to brand and market South Africa as a preferred tourism destination and to promote business and investment opportunities available in the tourism value chain in South Africa:
In LA, the Mission participated in marketing SA at the Rugby Sevens Tournament to engage in networking and tourism promotion to promote SA as a preferred tourist destination
In Budapest, the event Hung Expo Travel Fair presented the mission with an opportunity to once more showcase the country positively as a destination of choice in Hungary and the region. The display of fauna, flora and crafts displayed promoted the country’s landscape, culture and unique craftsmanship 20 Programme 2: International Relations (cont.)<br>

The report on human rights provides an overview on a number of developments in the areas of human rights and humanitarian affairs. South Africa used the HRC platform to participate in discussions, debates, deliberations with the stated objective of contributing positively to the development of norms and standards in the field of human rights that will foster the promotion, protection and practical realisation/enjoyment of all human rights by all people across the world. South Africa participated in the following high-level events:
The 52nd session of the HRC and its High-level segment held in Geneva

43 Quarter 4: Departmental Financial Report Actual total expenditure for the 4th quarter of 2022/23 financial year amounts to R1. 972 billion as compared to the projected expenditure of R1.714 billion representing a variance of 15% higher than what had been projected. The variance analysis per programme is explained as follows:
Programme 1 spent R611.1 million of the projected expenditure of R464.0 million. The high spending is due to the payment for datacentre modernisation and missions’ desktops and laptops as well as equipment for Global Wide Area Network project which were projected in previous quarters.
Programme 2 spent R903.4 million of the projected expenditure of R801.4 million. The high spending is due to depreciation of Rand against major foreign currencies and previous quarters expenditure for four missions that were only recorded on Basic Accounting System in the 4th quarter due to systems challenges experienced by missions.<br>
