slide2. War in Ukraine Russian Federation with some assistance from Belarus attacked Ukraine in February 2022 and a number of atrocities have been committed by the attackers
WELMEC has not had many contacts with the metrological bodies of those 2 countries – nevertheless, we considered it important to take a stand here and to suspend or break any cooperation with metrological authorities and bodies of the Russian Federation and Belarus
Corresponding resolution of the 3rd Committee meeting (May 2022):
In response to the unprovoked aggression of the Russian Federation and Belarus against Ukraine, WELMEC Committee condemns any violence caused by this aggression and with an immediate effect suspends any cooperation with metrological authorities and bodies of the Russian Federation and Belarus. 2<br>

slide5. War in Ukraine Ukraine has already left COOMET as an international organization and will probably ask WELMEC in a short time through its legal metrology authority to accept it as a member
WELMEC by-laws enable that
Kharkovstandartmetrologia has approached CMI with a plea of technical aid – to replace destroyed metrological equipment
this is not possible to be made fast, instead an existing EU TW project led by CMI has been used to support the Ukrainian colleagues by MS Teams lecturing
WELMEC might be approached as well, a technical aid will be considered 5<br>
slide6. Cooperation with EURAMET This collaboration has continued basically along the following lines:
improved communication
involvement of WELMEC in the new research programme European Partnership on Metrology under the EU programme Horizon Europe
However, the collaboration since the last CM in November 2021 has been rather relaxed, due to the pre-occupation of EURAMET by the finalization of the EPM programme on their side and a disruption in our Secretariat at the beginning of 2022
Steps are being taken by ExBo to revive the communication, especially towards the launching of the common landing webpage – to speak with one voice to the outside world 6<br>
slide7. Cooperation with EURAMET As to the WELMEC involvement in the EPM, for various reasons, no breakthrough has yet been achieved here
one proposal was submitted at the end of 2021 (unconventional measuring instruments) but was declined by the referees
the rules how to draft research proposals in various stages are extremely difficult for many in WELMEC community
however, a direct WELMEC involvement might not be a major drawback – the membership in both organizations is by 50% the same, often the same experts are members in both organizations and they would submit proposals aimed at legal metrology directly within EURAMET 7<br>
slide8. Strategy 2022 - 2026 At the 3rd Committee meeting in May 2022 new strategy has been approved

slide9. Technical work – guidance documents In total 9 revised guides, 2 new guides and 1 corresponding table have been approved at the last Com meetings
Problems: the room for any guidance to the EU metrological legislation, stagnant for more than 20 years, has been nearly exhausted
It can be exemplified by an unfortunate court case as regards inscriptions on NAWIs to be present on the display only
The next Committee meeting will be in Braunschweig, Germany on May 3 – 5, 2023 9<br>
slide10. Technical work In December 2021 another meeting of the Chairmanship with the European Commission, DG GROW took place - the topics discussed were focused on:
3 technical questions were mentioned during this meeting, for which EC seeks advice and guidance from WELMEC:
Active electric energy meters: DC in the scope of MID
Active electric energy meters - smart meters and energy transition
Taxi meters versus taxi services in MID MI-007
ExBo has had the opinion that such situations would call for a fast-track way of developing discussion papers, being not an official WELMEC doc – the Committee has not yet supported such an approach, it can only be made on purely technical matters without giving any opinions (not on open issues) – to be resolved at the next Com meeting 10<br>
slide11. Technical work The European Commission has decided to initiate the revision of metrological directives by calling a tender for their fit-for-purpose evaluation (a close tender with just 5 tenderers) with the following schedule:
call for tender: August 2022, deadline to submit offers: Sept. 23
maximum price: 450 000 EUR
evaluation of the tender: October 2022 ?
the deadline for submission of the final report: 16 months after signing of the contract (February 2024 ?)
WELMEC has tasked its WGs to come up with their evaluations by the end of July 2022
an on-line workshop with stakeholders (manufacturers´ representatives) on this issue was organized on June 29 to listen to their views on the current situation in the EU legislation 11<br>
slide12. Fit-for-purpose of metrological directives Our approach to the issue of fit-for-purpose of the EU metrological directives:
ExBo has decided to take a proactive approach by:
Asking the Convenors of Working Groups to come up with suggestions for changes in MID and NAWID
Aggregating these suggestions into a WELMEC non-paper and devoting its first webinar to this topic
Making available this non-paper and the result of the webinar as the WELMEC input to the EU study 12<br>
slide13. WELMEC webinars a proposal has been made by one of the Convenors to launch regular annual or biannual webinars in September/October time to inform stakeholders about new developments in the WELMEC activities at all the levels and in legal metrology in general
the first such webinar will take place on November 23, 2022 with an over-arching topic of fit-for-purpose of the European directives in metrology 13<br>
slide14. Technical exchange To address current issues and to make CMs more lively the ExBo has decided to include in agendas of Com meetings a new item called “technical exchange”
The idea behind it is to hold short (10 minutes) talks by invited and registered speakers with the ExBo on hot issues in legal metrology to bring them to the attention of the Delegates with possible next steps in the WELMEC technical work
Anybody of the broader WELMEC community can register such a talk with the Secretariat 14<br>

slide16. New WELMEC WG on digital transformation The EU priorities: among them digital transformation – therefore, the subject to form a new WG aimed at this issue has been raised by some in the WELMEC community
Intensive discussions and work on various aspects of digitalization are going on in EURAMET by way of various project proposals in the EPM programme
The composition of the WG might be as follows:
representatives from other technical WGs or
more ICT specialists or
both – anyhow, a close cooperation with „technical“ WGs necessary
The Committee has decided that ExBo will organize an ad-hoc WG to prepare the matter for submission to the W Com for an approval (by an electronic vote or at the next Com meeting)
Draft Terms of Reference have been approved by ExBo on Sept. 23 16<br>
slide17. European approach to digital transformation in metrology WELMEC operates for many years a special WG on software and digitalization (WG 7) which has developed a suite of highly relevant and practical guidenance documents in the field !
As the main vehicle the new EPM programme of research in metrology will now be used here
A standing thematic element of the calls: DIT - metrological support of digital transformation (uncertainties of AI, digital twins, sensor networks)
Legal metrology can be involved in the thematic element NRM – support for regulation and normalization (since 2023)
WELMEC is expected to come up with research proposals 17<br>
slide18. Digital transformation – my comments Various aspects of digital transformation applicable to legal metrology (metrological cloud, predictive maintenance etc.) are discussed
Like with other buzzwords, one has to look into the substance of the matter with an independent, free mind – a devils´s advocate is missing
The core metrology business, metrological traceability, is based on physical phenomena and devices which are essentially analog – any digitalization hysteria can only harm it
Remote verification: SW can be validated remotely (with additional costs) but it cannot replace an establishment of full metrological traceability (by using a standard on site to check the A/D conversion) 18<br>

Digital transformation – my comments Conveying the measured data to consumers: it is rather a shame that until now no agreed and legal way how to transfer them directly to electronic devices like mobiles, tablets and NBs is available (as an option to a display required by the EU directives)
Machine readable conformity assessment certificates: the most important for the customers here (i.e. the manufacturers) is the decision itself which is straightforward for them , currently I cannot see any benefits out of that 19<br>

Smart meters There is no unified approach in Europe - Member States (MS) had to develop after 2012 a Cost-Benefit Analysis (CBA), in case of a positive one to start immediately with intensive roll-out of SMs (80% by 2020), the case of the UK, Sweden, Finland (after 10 years 10% consumers uses dynamic contracts)
MS with a negative CBA (Czech Rep. Belgium, Germany) have been progressing slowly, now rolling out smart meters for customers with double tariffs and a consumption over 6 MWh/year
there is a resistance to mandatory installations (Germany)
The regulation, the Electricity Directive, requires a direct electronic transfer of measured data to customers which is in conflict with the MID 20<br>
slide21. Technical work renowned magazine Nature Physics approached WELMEC to prepare an article on legal metrology to their special part „Measure for Measure“ where lighter and more popular articles are published (more to educate and amuse, no deep science)
