10Isolation and Quarantine

What is the difference between isolation and quarantine? Isolation separates people infected with the virus (those who are sick with COVID-19 and those with no symptoms) from those who are not infected.

Quarantine is used to keep someone who might have been exposed to COVID-19 away from others. Quarantine helps prevent spread of disease that can occur before a person knows they are sick or if they are infected with the virus without feeling symptoms.

How to Remember the Difference

I = Infected or sick.

Confirmed COVID-19 (symptomatic or asymptomatic) or symptomatic and awaiting results.

I = I need to be alone

Question

whether you are infected. You were exposed and might become infected.

Can be with other people who are also in quarantine

Duration = infectious period (10 days)

AND 1 day without fever

Duration = incubation period (14 days)

Who Are Close Contacts?

Persons the Case was in close contact with:Household members or intimate partnersAnyone the case may have coughed/sneezed on or shared utensils withWithin 6 feet for at least 15 minutes:WorkLarge gatherings (church, parties)Visits to congregate settings (long-term care or skilled nursing facilities)Other close contact settings

Slide13

What Are The Recommendations For

Quarantine

?

QUARANTINE PERIOD

14 days from date of last close contact with the case

Develop Symptoms

If a contact develops symptoms, the contact should switch to self-isolation instead of just quarantine

NEGATIVE TEST

A negative test during this period does not reduce the duration for quarantine

Slide14

Quarantine Scenarios

Slide15

If You Have No Further Contact

with the Infected PersonYour last day of quarantine is 14 days from the date when you last had close contact with them. Example:

14 Days

Your last close contact with the infected person:

January 1

Your last day in quarantine:

January 15

+

=

Slide16

If You Continue to Have Contact

with the Infected PersonIf you can avoid close contact your last day of quarantine is 14 days from the date the infected person(s) in your household started to follow

CDC: Home isolation instructions for people with COVID-19*

14 Days

Infected person(s) started to follow Home Isolation Instructions:

January 5

Your last day in quarantine:

January 19

+

=

For example, you live with and/or care for the person with COVID-19.

Example:

* https://www.cdc.gov/coronavirus/2019-ncov/if-you-are-sick/isolation.html

Slide17

If you

cannot avoid close contact, your last day of quarantine is 14 days from the date that the infected person was told that they are “cleared” to stop their isolation.

14 Days

Infected person cleared to stop isolation:

January 15

Your last day in quarantine:

January 29

+

=

For example, you live with and/or care for the person with COVID-19.

Example:

If You

Continue to Have Contact

with the Infected Person

Slide18

What Are The Recommendations For

Isolation

?

IF SYMPTOMATIC

10 days* from the date of symptom onset

and

no fever for 1 day (24hr) without use of anti-fever medications

and

symptoms improved or resolved

IF Asymptomatic

At least 10 days since the date of positive test and continue to have no symptoms

* May be 20 days in severe disease

Slide19

Assessing whether someone can isolate/quarantine at home

How many people do you live with?Do you have enough food, medications and other needed supplies for 14 days?

How will you prepare your own food? Who can assist you with getting meals?

Are you able to isolate yourself at home (or temporary housing) away from other household members until your symptoms clear? Are you able to have a bathroom to yourself? If not, are you able to clean the bathroom with disinfectant before and after every use?

Do you need support with activities of daily living?

19

Slide20

Why would people have a hard time isolating or quarantining?

Crowded livingEconomic hardshipChildcare or elder care responsibilitiesHousing instabilityMental health issues

Slide21

3. Access Social Services (if needed)

Slide22

Wraparound Services are Essential to Containment

Slide23

What are Examples of Wraparound

Services

?

Slide24

People Who are in Isolation or Under Quarantine Need “Wraparound Services”

Wraparound services are based on a “whatever it takes model”What do they need to be able do what we are asking them to do?A place to be safe

Food to eatMedicines, cleaning supplies, diapers

Other services such access to mental health, substance abuse prevention, etc.

Slide25

Food, Medicine, and Other Services

Contact tracers should ask clients if they have family members, neighbors, social or commercial networks to bring them necessary suppliesFood, social and other essential services for individuals in isolation or quarantine vary by jurisdiction

Linkage to mental health services

Slide26

Communicating Isolation and Quarantine Messages

Determine the duration of isolation (Case) or quarantine (Contact) period

Determine if individual can safely isolate or quarantine, or if additional support is requiredDiscuss why safely isolating (or quarantining) is important for stopping the spread of COVID-19

Slide27

Communicating Isolation and Quarantine Messages

Now I’d like to talk with you about home isolation, review the recommendations, and identify what you may need to support you and keep you and your family and other household members healthy. How does that sound? What other concerns (e.g., someone may be sick, someone may have a pre-existing health condition) do you have regarding the home quarantine instructions, the members of your household or being separated from them during self-quarantine? Let’s discuss some steps to take that may address your concern(s).Before we hang up, I just want to check on what additional questions you may have for me?

Slide28
