Thomas Woznicki Personnel Records (New Richmond, Wisconsin School District): Transcript
This document contains selected portions of Thomas Woznickis personnel file obtained from the New Richmond Wisconsin school district The complete file is more than two hundred pages in length and may be obtained from the school district upon request The release of the complete file was disputed in the Wisconsin Supreme Court case of Thomas Woznicki v Dennis Erickson The Woznicki v Erickson ruling established the Woznicki Rule precedent which gives public employees in Wisconsin the right to challenge the release of certain public records after receiving a Woznicki Notice The more recent case of Thomas Woznicki v Jeff Moberg also pertained to Thomas Woznickis personnel records from the New Richmond Wisconsin school district. Thomas Woznicki was charged with six counts of “Sex with Child Age 16 or Older” in 1994, while he was employed with the New Richmond, Wisconsin school district. The criminal charges were ultimately dismissed. Thomas Woznicki is involved in litigation seeking to prevent the New Richmond, Wisconsin school district from releasing his personnel file. This document was filed with the Wisconsin Court of Appeals on December 30, 2015. This is the Summons and Complaint from a lawsuit that Thomas Woznicki filed in 2011, seeking to prevent the release of his personnel records maintained by the New Richmond, Wisconsin school district. The letter on the first page is called a “Woznicki Notice” and was sent to Thomas Woznicki on July 12, 2011. Thomas Woznicki subsequently invoked the “Woznicki Rule,” seeking to prevent the New Richmond, Wisconsin school district from releasing his personnel records. This document contains the full text of 2003 Wisconsin Act 47, which is sometimes called the “Woznicki Fix.” Act 47 addressed certain issues related to the “Woznicki Rule” that was established as a result of the Wisconsin Supreme Court’s 1996 ruling in the case of Thomas Woznicki vs. Dennis Erickson. Specifically, the “Woznicki Fix” clarified who was required to receive a “Woznicki Notice” and specified a timeframe during which a public employee could challenge the release of records under the “Woznicki Rule.” This Decision, filed with the Wisconsin Court of Appeals on October 4, 2016, concludes as follows: “We conclude that Woznicki has failed to demonstrate that a public interest in nondisclosure of his District personnel file outweighs the strong and presumptive public interest in access to, and disclosure of, his personnel file under Wisconsin’s open records law. We therefore affirm the order denying Woznicki’s request for an injunction. By the Court.—Order affirmed.” This document references “parent complaints, student complaints and concerns as well as faculty concerns” pertaining to Thomas Woznicki, a former teacher at the New Richmond, Wisconsin school district. This document contains a Criminal Complaint and Summons pertaining to Thomas Woznicki, a former teacher at the New Richmond, Wisconsin school district. The document indicates that the case was filed in St. Croix County, Wisconsin. This document contains records pertaining to Thomas Woznicki, a former teacher at the New Richmond, Wisconsin school district. Note “Finding of Fact I” at the bottom of the first page, along with the Conclusions and Order on the second page. This document contains selected portions of Thomas Woznicki’s personnel file obtained from the New Richmond, Wisconsin school district. Certain documents have been omitted due to potentially disturbing and/or graphic content pertaining to allegations of misconduct. The complete file may be obtained from the school district upon request. The release of the complete file was disputed in the Wisconsin Supreme Court case of Thomas Woznicki v. Dennis Erickson. The Woznicki v. Erickson ruling established the “Woznicki Rule” precedent, which gives public employees in Wisconsin the right to challenge the release of certain public records after receiving a “Woznicki Notice.” The more recent case of Thomas Woznicki v. Jeff Moberg also pertained to Thomas Woznicki’s personnel records from the New Richmond, Wisconsin school district. This document pertains to a grievance involving Thomas Woznicki and the New Richmond, Wisconsin school district. The first page appears to indicate that 13 documents were “removed from Mr. Woznicki’s personnel file” and “given to Mr. Woznicki” as the result of a “grievance filed by and on behalf of Mr. Woznicki regarding the contents of his personnel file.” The second page appears to contain brief descriptions of the 13 documents removed from the file. The approximate timeframe of the removed documents is from September 1987 until May 1990. The brief descriptions of the removed documents include “Review of T.W. incidents – 3/22/89 (2)” and “5/6/88 Woznicki rumor.” It is unclear what prompted Thomas Woznicki to pursue a grievance to have the documents removed from his personnel file and given to him. In addition, it is not clear whether Mr. Woznicki still has the 13 documents and/or would be willing to provide copies of the documents to an interested party upon request. This document appears to contain selected portions of the “audio transcription” from some type of “formal hearing” associated with the case of Thomas Woznicki vs. Northern Ozaukee School District, including selected portions of Thomas Woznicki’s testimony (pages 30-46). The text on page 30 appears to suggest that Mr. Woznicki’s statements during the hearing were made under oath. He apparently agreed to tell “the truth, the whole truth, and nothing but the truth” during the hearing. Note the testimony regarding Thomas Woznicki’s middle name change on pages 7-9, 24-26, 31-33, and 36-37. Also note Mr. Woznicki’s testimony on pages 40-46, which appears to include references to litigation associated with his personnel file from the New Richmond, Wisconsin school district. Pages 12 and 35 appear to contain testimony regarding Thomas Woznicki’s marriage. The first two pages appear to contain selected portions of a “grievance arbitration” document associated with Thomas Woznicki and the New Richmond, Wisconsin school district. The text on the second page appears to suggest that Mr. Woznicki may have used “golf records” as his alibi, even though he was apparently the “President” of the organization that produced the records. It is unclear whether Thomas Woznicki’s position as President of the Hammond Golf Club could have potentially allowed him to fabricate or falsify the “golf records” that may have functioned as his alibi. The Boscobel School Board Minutes document on the third page mentions Thomas Woznicki and appears to reference “falsified documents” and “misrepresented” funds. The remaining pages appear to contain a series of emails, several of which were sent by Thomas Woznicki, pertaining to the documents in question. Tom Woznicki, EdS has been employed as an Educator with several school districts in Wisconsin. Tom Suchomel Woznicki has served as the Superintendent of the Florence County, Wisconsin school district and the Boscobel, Wisconsin school district. Tom S Woznicki was previously a teacher at the New Richmond, Wisconsin school district and the Manitowoc, Wisconsin school district. It is unclear whether Tom Woznicki, EdS is currently employed as an Educator with any specific school district. In addition, it is not clear whether Tom Suchomel Woznicki has profiles or pages on LinkedIn, Facebook, Twitter, and/or other websites.
