“Woznicki Notice” to Thomas Woznicki (“Woznicki Rule” for WI Public Record Requests): Transcript
The letter on the first page is called a Woznicki Notice and was sent to Thomas Woznicki on July 12 2011 Thomas Woznicki subsequently invoked the Woznicki Rule seeking to prevent the New Richmond Wisconsin school district from releasing his personnel records. This is the Summons and Complaint from a lawsuit that Thomas Woznicki filed in 2011, seeking to prevent the release of his personnel records maintained by the New Richmond, Wisconsin school district. This document contains School Board Minutes obtained from the Florence County, Wisconsin school district. Note the “Closed Session” Minutes for the School Board meeting held on April 22, 2013, on the third page. This document contains various records obtained from the Boscobel, Wisconsin school district. Note the “Closed Session” portion of the School Board Minutes for the special meeting held on July 1, 2014 and the subsequent series of emails. Also note the email exchange between Thomas Woznicki and Brian Johnston, Business Manager at the School District of New Richmond, which occurred on June 26, 2014. Compare and contrast the contents of the reference letter on the last page with the School Board Minutes on the preceding pages. All documents were obtained from the Boscobel, Wisconsin school district. The background check was conducted using the middle name Suchomel, as opposed to Thomas Woznicki’s previous middle name (James). The background check for Thomas Suchomel Woznicki does NOT appear to reveal any history of arrests, criminal charges, or convictions, with the sole exception of a minor traffic citation (speeding) filed under the “former name” of Thomas J Woznicki (see fourth page). Also, the document does NOT appear to indicate any history of employment or residency in New Richmond, Wisconsin. The Documents Subpoena pertains to Thomas Woznicki, a former teacher at the New Richmond, Wisconsin school district. The letter on the first page indicates that the subpoena was filed in St. Croix County, Wisconsin. This document references “parent complaints, student complaints and concerns as well as faculty concerns” pertaining to Thomas Woznicki, a former teacher at the New Richmond, Wisconsin school district. This document contains a Criminal Complaint and Summons pertaining to Thomas Woznicki, a former teacher at the New Richmond, Wisconsin school district. The document indicates that the case was filed in St. Croix County, Wisconsin. This document contains records pertaining to Thomas Woznicki, a former teacher at the New Richmond, Wisconsin school district. Note “Finding of Fact I” at the bottom of the first page, along with the Conclusions and Order on the second page. This document contains correspondence related to a request apparently made by Thomas Woznicki, a teacher at New Richmond High School in Wisconsin, for a “personal illness day” to attend a dental appointment in Appleton (approximately 250 miles from New Richmond) for a “chipped tooth.” The document includes two letters signed by the Executive Director of the West Central Education Association. This document contains a License Review Referral submitted to the Wisconsin Department of Public Instruction (DPI) Bureau for Teacher Education, Licensing, and Placement during April of 1994. The referral pertained to Thomas Woznicki, a teacher at New Richmond High School, and was filed by the Superintendent of the New Richmond, Wisconsin school district. This document appears to indicate that Thomas Woznicki was asked to leave the New Richmond (pages 23-28), Florence County (pages 59-61), and Boscobel (pages 67-72) school districts in Wisconsin. The contents of the document span a timeframe of approximately two decades (20 years). The New Richmond, Wisconsin school district filed a License Review Referral with the Wisconsin Department of Public Instruction (DPI) Bureau for Teacher Education, Licensing, and Placement during April of 1994 (page 13). Twenty years later (April 2014), Thomas Woznicki was apparently still employed in Wisconsin’s public school system as the Superintendent of the Boscobel, Wisconsin school district. It is unclear what actions, if any, the Wisconsin DPI licensing bureau has taken related to the apparent decisions made by the three aforementioned school districts. The first two pages appear to contain selected portions of a “grievance arbitration” document associated with Thomas Woznicki and the New Richmond, Wisconsin school district. The text on the second page appears to suggest that Mr. Woznicki may have used “golf records” as his alibi, even though he was apparently the “President” of the organization that produced the records. It is unclear whether Thomas Woznicki’s position as President of the Hammond Golf Club could have potentially allowed him to fabricate or falsify the “golf records” that may have functioned as his alibi. The Boscobel School Board Minutes document on the third page mentions Thomas Woznicki and appears to reference “falsified documents” and “misrepresented” funds. The remaining pages appear to contain a series of emails, several of which were sent by Thomas Woznicki, pertaining to the documents in question. Tom Woznicki, EdS has been employed as an Educator with several school districts in Wisconsin. Tom Suchomel Woznicki has served as the Superintendent of the Florence County, Wisconsin school district and the Boscobel, Wisconsin school district. Tom S Woznicki was previously a teacher at the New Richmond, Wisconsin school district and the Manitowoc, Wisconsin school district. It is unclear whether Tom Woznicki, EdS is currently employed as an Educator with any specific school district. In addition, it is not clear whether Tom Suchomel Woznicki has profiles or pages on LinkedIn, Facebook, Twitter, and/or other websites.
