Executive Summary

The role of the family or significant other in a prisoner’s life

must not be

understated.  

Ensuring men have access to their families and significant others through different means is essential if they are to make the most of opportunities for behavioural change and development whilst in custody. Frequent appropriate contact is also essential for the well being of the family or significant other who may be vulnerable without them at home. Children in particular are impacted significantly and we must do everything we can to lesson the harm caused to them. Many men struggle with the impact of imprisonment and separation from their loved ones and often turn to violence, drugs, self-harm or withdraw from the main population as a means of coping. Having family or a significant other to offer support during this time has been found to stabilise behaviour and to assist in reducing offending during custody and upon release.  The publication of the Farmer Review in 2018 brought renewed focus on the need to ensure effective processes are in place to facilitate ongoing relationships between men and their families to reduce not only their own risk of reoffending but the risk of offending in their children (intergenerational crime). Family is defined as either a blood relative, legal or significant persons that a man identifies as their next of kin. For care-leavers this may be someone that provides a statutory service, friend or associate.  This strategy outlines how HMP Humber are assisting residents to engage with their families and how we as professionals will engage with families to facilitate the very best outcomes possible for the men in our care.‘Me’ & ‘We’ represent the team effort required from, men, HMPPS, our partners and the Families & significant others of men to ensure that this strategy is implemented & adhered to.Throughout the strategy the term Family* is used to represent family members as defined above and the significant others in the lives of residents. 3

POM – Prison Offender ManagerACTs 435 - A Christian Charity that helps people in financial need. It works by matching up those who want to give with those in need. Our Anglican Chaplain runs the scheme at HumberHope –

– Assessment & Care in Custody Tool. The system HMPPS uses to support & monitor those men who are at risk of suicide or self-harm.

ACCT Case Review – A meeting where professionals & the resident involved review the risk of suicide or self-harm.Official Prison Visitor Scheme – A befriending service run by our Chaplaincy Team to link a resident with a supportive visitor.APVS – Assisted Prison Visits Scheme – The scheme where those on low income or benefits can recoup the costs incurred in making a visit.Restorative Justice – A system of criminal justice which focuses on the rehabilitation of offenders through reconciliation with victims and the community at large.Family* Days – Extended Domestic Visits sessions designed to give families* the freedom & space to behave like families over an extended period of time.Keyworker – A Prison officer assigned to up to 6 men and who has designated time to spend with them to help & support them in resolving problems and making behavioural changes.Care Leaver – An adult who has spent time in foster or residential care, or in other arrangements outside their immediate or extended family before the age of 18.‘Being Dad’ – A parenting course designed to develop parenting skills for male parents or role models.‘Going Home – Family Dynamics’ – a course designed to prepare men for release & reintegration into the family home.Storybook Dads – A scheme run by the Library provider where men can record themselves reading a story. A CD of the recording is then sent to the child where it can be played in the home helping them feel connected.ROTL – Release on Temporary LicenceSafer Custody Hotline – A dedicated telephone line into HMP Humber where you can report concerns that you may have regarding the safety of a resident. 01430 273458.CAFCASS – The Children and Family Court Advisory Support Service. CAFCASS safeguard & promote the welfare of children in family court proceedings.
