February 2015 CRA economist Dr. Elizabeth Xiao - Ru Wang testifies on competition enforcement in China Elizabeth Xiao - Ru Wang was invited to testify before the U.S. – China Economic and Security Review Commission on the foreign investment climate in China. The hearing, held on January 28 in Washington, DC, included three panels comprised of government offic ials, academics, and antitr ust practitioners. Dr. Wang, William Kovacic of Ge orge Washington University Law School, and Abbot (Tad) Lipsky, Jr. of Latham & Watkins, answered questions from the commission about the legal and regulatory context for China’s competition law enforcement. Other speakers at the hearing included Maureen K. Ohlhausen of the Federal Trade Commission and Mark Cohen, Special Counsel with the US Patent and Trademark Office. Dr. Wang’s Testimony Regarding the Legal and Regulatory Context for China’s Antitrust Enforcement Dr. Wang provided background and context for China’s Anti - Monopoly Law, its resources, and an overview of its enforcement in the last six years. She noted that China’s antitrust regime features new agencies carrying a heavy case load involving complex antitrust issues within a changing economic a nd legal framework. The dynamic economy in China, as it transforms from a planned to a market economy, also presents some challenges for multinational companies seeking regulatory approval in China.
