 Washington, DC 20052 From his first professional job as a legislative assistant to a Kansas Congressman , to his position as Senior Vice President of the Commonwealth Foundation, Professor Biles has been helping to analyze and shape the nation's health care policy for more than three decades. that time in government service. During his seven years as staff director of the House Ways and Means Subcommittee on Health, Dr. Biles helped to guide debate on Medicare and health financing legislation. Later, as Deputy Assistant Secretary for Health at the Department of Health and Human Services in t . Dr. Biles also served as Deputy Secretary for Maryland's Department of Health and Mental Hygiene, where he was responsible for state programs in public health, Medicaid, health regulation and more. He joined the faculty of the School in 2000. Among other professional activities, Dr. Biles served as Director of the National Commission on Nursing Workforce for Long - worker retention and recruitment in April 2005. He also chairs the Medical Administrators Conference, and is a member of Delta Omega, a Fellow of the New York Academy of Medicine and an Invited Lecturer at the Kennedy School of Government at Harvard Univer sity. At George Washington, his research focuses on key national health issues including Medicare, managed care and health care reform. He teaches graduate courses on health policy analysis and on the organization of the health Dr. Biles served as senior staff to the Congressional committees responsible for major health issues for almost twenty years. He was the staff director of the Subcom mittee on Health, of the Committee on Ways and Means, of the U.S. House of Representatives chaired by Representative Pete Stark for seven years. At Ways and Means he supervised d the drafting and consideration of major Medicare and health care financing l egislation . He has also served on the staff of the House Commerce Subcommittee on Health chaired by Representative Henry Waxman, the Senate Labor Subcommittee on Health chaired by Senator Edward Kennedy, and of Kansas Representative William Roy, M.D. Dr. B iles served as Deputy Assistant Secretary for Health in the U.S. Department of Health and Human Services during the Clinton administration. He managed state health programs as Deputy Secretary of Maryland's Department of Health and Mental Hygiene in the early 1980s. Dr. Biles received his Doctor of Medicine and Bachelor of Arts with honors from the University of Kansas. He holds a masters degree in public health from Johns Hopkins University. Prior to medical school, he studied at the University of Edin burgh as a Rotary International Fellow.
