It did not begin with the handling of the cadastre of land occupation in the municipal administrations as predicted, for the 4 main reasons:
There was no Portuguese version of STDM The coding of STDM did not work well with the diacritics used in Portuguese There was no clear ability to gather data in the field and push it automatically into the system without running through complicated steps that was difficult to follow for the average technician There was difficulty in working with various coordinate systems, as urban areas and rural areas use different coordinate systems in Angola
