SWAP 2019 Use of Pathfinders improved last year. Focus is on pathfinder process and continued improvement.Proactive approach using RAPT, Leave flights on filed route as the pathfinder. Reduce number of clearances (CDRs) by identifying flights early Objective Provide guidance on route volume reduction, closing, increasing volume and resuming normal operations Thin demand by moving some flights off routes early (CDR) and increasing MIT on route as weather builds Goal is not to close a route but to reduce volume and maintain an appropriate volume given the constraint At times, routes will close due to constraints/convection The focus is timely opening of routes with reduced volume

SWAP 2019 Pathfinder Process/Guidelines Use Weather Products to estimate decreased route constraint time and location -CIWS, RAPT, NWS/CWSU, etc Reduce volume through TMIs -Low MIT, High MIT, Route Stop -Route Open w/ High MIT, Low MIT, Normal Ops

High altitude route exemptions. Ultra high capable aircraft- Corporate/GA aircraft capable of filing FL400 and above. Test period May 15-Sept 15NY sats (TEB/HPN/CDW/MMU etc) depts on transcon flights, when most tops in western centers are such that ultra high capable aircraft can fly above the convection (tops usually mid-upper 30’s)N90/ZNY to advise Severe Wx Departure position which corporate aircraft/GA aircraft are capable of ultra high stratum Severe Wx Departure position to coordinate with affected centers on specific flights. Affected centers may not approve if tops are too high to allow this process. Severe weather dept position to advise N90/ZNY of approval/disapproval of coordinated exempted aircraft Notice is being developed to advise facilities of this test procedure Consider excluding TEB from transcon routes if feasible prior to route issuance Severe Wx Dept position will make amendment in reroute monitor for exempted aircraft Frees up additional capacity for centers working the air carrier flows on the required routes. Reduces competition for fixes and reduce MIT impacts. SWAP 2019

SWAP 2019Route Deviations (exemptions) from advisories. The goal is to provide ZNY flexibility to get depts moving. There may be times when this process may not be feasible due to other NAS constraintsN90/ZNY to Identify a small number NY departures each hour to be exempt from required transcon route advisories to provide flexibility. Flights must depart NY on a viable route. Coordination with ZNY Route coordination and Sev Wx Dept position. Severe Wx Dept position to coordinate with affected centers on real time basis If there no breaks in the weather (solid line), this process will not be feasible
