Why Is There A Digital Transformation Fund?Background and benefitsPeople at the Heart of Care: Adult Social Care reform was released which recognised that when technology is embed seamlessly into care and support services, it can help people to live happy, fulfilled lives in their homes and communities.Included with this is that many Care Settings are reliant on paper working and that there would be huge benefits in providing an electronics means of recording information. These include:Reductions in overall admin task timeImproved management and oversightImproved service delivered to care usersIncreased compliance, tighter regulation and adherence to standardsReduced costs for paper and printingImproved data quality and managementReducing the numbers and impacts of falls on the person/systemLots of people do not have the IT capability to use traditional smartphones, tablet and laptop-based technologies to live an enriched, independent life, communicating with the outside world. An easy-to-use digital solution is required.To support this goal, the white paper committed to invest at least £150m over the next 3 years digitising the social care sector.3

What Does The Fund Include?There are 3 main strands in the fund to deliver the benefits mentioned:Digital Social Care Records (DSCR)A DSCR allows the digital recording of care information and care received by an individual, within a care setting, replacing traditional paper records.What does a DSCR Do?We must work with the Assured suppliers of DSCR systems to receive the funding.Sensor Based Falls Prevention (SBFP)New sensor-based technology will support the management and reduction of falls in care settings. This might be something that detects a person’s movements using motions sensors, or acoustic sensors picking up signs of distress.Supporting Independence Through Technology (SITT)There are a growing number of digital tools/products that are focused on improving Activities of Daily Living; these might enable online support for people to take medications, or to replace a face-to-face visit with an online discussion with a carer.We are looking to support business cases which identify improvements to these through the implementation of these technologies and the measurement of the benefits associated to them.4

What Funding Is Available?For the next 3 years (including this Financial year 22/23) matched funding will be provided for both Digital Social Care Record (DSCR) and Sensor-Based Falls Prevention (SBFP) technologies.What does the matched funding cover?It is expected to be used to pay for the Year 1 costs of implementing a DSCR or SBFP technology, including training.It does not cover costs for hardware (routers/servers to provide wi-fi/networking) or electronic devices (laptops/iPads etc) unless these are integral to the software.What will Care Providers receive?On completion of your application for installation/implementation of an Assured DSCR, Care Providers should expect to receive a grant towards the Year 1 costs capped at up to £200 per CQC Registered Bed (care homes) or Concurrent Service User (domiciliary). Example:There is a minimum DSCR Grant of £2,000 for smaller organisations (<10 Beds/Concurrent Service Users).For a completed installation/implementation of an SBFP system, Care Providers should expect to receive a grant for the implementation costs capped at up to £250 per CQC Registered Bed (care homes only).5WhenBeds (Care Home) / Users (Dom Care)Total CostNHS ContributionProvider PaysYear 1 Implementation25£10,000£5,000£5,000Year 2 Onwards25£6,000£0£6,000

Next Steps?DiSC Team are speaking to Care Settings to establish what interest there is to pilot each initiative.Black Country ICS - Digitising Social Care Baseline, Readiness and FundingDiSC Team will work with the Care Settings in their identification of appropriate DSCR/SBFP Suppliers based on their Care Settings requirements.https://www.digitalsocialcare.co.uk/dscr-assured-supplier-toolCare Settings will work with chosen Suppliers to agree an Implementation Timeline with support from each LA and the DiSC Team.7
