Certificate Program Small Purchase Authority (SPA) Training Required Certificates Awarded $1,000 Intro to Public Procurement (NIGP) Intro to Kentucky Public Procurement Professional Service Contracts None $10,000 Training required for $1,000 SPA Advanced Kentucky Public Procurement Kentucky Certified Procurement Analyst (KCPA) $20,000 KCPA certificate Developing and Managing RFP’s (NIGP) Kentucky Contract Administration Kentucky Certified Procurement Specialist (KCPS) $20,000 + (Exclusive to the Finance & Administration Cabinet & limited agencies) KCPS certificate Successful Negotiations Strategies (NIGP) Contract Portfolio Fundamentals Kentucky Certified Procurement Manager (KCPM)
Certificate ProgramProcurement staff with Certified Professional Public Buyer (CPPB) or Certified Public Professional Officer (CPPO) designations will not be required to take NIGP required courses. Procurement staff without CPPB or CPPO designations that provide proof of completing the required NIGP courses will not be required to retake those courses.
Delegated Small Purchase Authority Delegated Small Purchase Authority will be standardized to three levels: $1,000, $10,000 & $20,000 Delegated Small Purchase Authority will be based on the level of training obtained by procurement staff within the agency, agency need & documented requirements according to 200 KAR 5:302 Section 2. The certificates obtained will document that an agency has well trained and knowledgeable staff.
Next StepsAll agencies desiring a Small Purchase Authority in excess of $1,000, shall submit a request containing the information required per 200 KAR 5:302 Section 2 by February 17, 2017. A template is available. Effective July 1, 2017, the current delegated Small Purchase Authorities will be revised to the level approved by Finance & Administration Cabinet Secretary. Agency staff must complete the training required for their agency’s new Small Purchase Authority by June 30, 2018 to maintain the new delegated authority. Agencies that do not complete the required training by June 30, 2018 will revert to the authority level corresponding to their completed level of training.
TrainingTraining will be offered periodically throughout the year. A training schedule is available at http://finance.ky.gov/services/eprocurement/Pages/Kentucky-Procurement-Institute--- Training-and-Certificate-Program.aspx New staff hired after June 30, 2018 must complete the required training within one year.
