Anadoluda milli mücadele birliğinin kurulmasının ikinci adımı Erzurum Kongresi ile atıldı Amasya Genelgesinden sonra İstanbul ve askerlikle ilişkisi kesilen Mustafa Kemale başta Kazım Karabekir olmak üzere Anadoludaki komutan ve mülki amirlerin büyük bir çoğunluğu verdikleri desteği sürdürmeye devam ettiler Amasya Genelgesinde yer aldığı gibi Mustafa Kemal bu dönemde milli bir kongre toplayarak milli mücadele ile ilgili tüm faaliyetleri birleştirmeyi planlıyordu Kazım Karabekir milli bir kongreden önce Doğu illeri için bölgesel bir kongre toplanmasının faydalı olacağı görüşündeydi Mustafa Kemal bölgesel bir kongreye karşı olmasına rağmen Kazım Karabekir ve Doğu Anadolu Müdafaai Hukuk Cemiyetinin ısrarları karşısında bir kongre toplanmasını ve kongreye katılmayı kabul etti Kongre 10 Temmuzda toplanması kararlaştırılmış olmasına rağmen 23 Temmuzda bir okul salonunda 54 delege ile çalışmalarına başladı Mustafa Kemalin davetli olarak katıldığı bu kongreye asil üye olabilmesi için Erzurum delegesi Cevat Dursunoğlu istifa ederek kendi yerine Mustafa Kemalin seçilmesini sağladı İlk gün Mustafa Kemal kongre başkanlığına seçildi Milli bir hal alan kongrede genel değerlendirmeler yapıldı ve doğu illerinin durumu görüşüldü Milli mücadelenin temelleri açısından önemli kararlar alındı Erzurum Kongresine katılanlar 17 çiftçi ve tüccar 5 emekli subay 4 emekli memur 5 öğretmen 4 gazeteci 5 hukukçu 2 mühendis 1 doktor 6 din adamı 3 eski milletvekili 1 general ve 1 eski bakan olmak üzere 54 delegeden oluşmuştu.
