Hierarchy of commitments regarding their relevance to be implemented in NEMESIS.All commitments

will not necessarily be implement in NEMESIS either because for instance no significant quantitative effect are expected in terms of economic performance (ranking of universities or innovation scoreboard for instance) or because it would be too

tricky.Slide3

Methodological debriefing

Hierarchy of commitments regarding their relevance to be implemented in NEMESIS.Several commitments are strongly overlapping and they should maybe grouped together for NEMESIS simulations, for instance:

All commitments aiming at increasing the mobility of human capital could be taken together;

All commitments aiming at making a unified European IPR, etc.Slide4

Methodological debriefing

The implementation in NEMESIS should be considered at three different levels:Commitment → variation of

exogenous

variables (supply of high skill; public R&D investments, etc.)

Commitment

variation

of parameters (does increasing SME’s

involvement

increase the R&D productivity of the sector?)

behavioral modification of the model, i.e. change of equations (should we create a financial module to implement the WP3?)Slide5

The determination of these points must be based on:The commitments action map;

Methodological debriefing

After this meeting, on the basis on the presentation of the WPs:First iterations must be done between Seureco and the teams of WP 1 to 8 in order to identify the way of implementation of the commitments

On that basis one should probably organize bilateral workshops in particular for commitments that need strong modification of NEMESIS (for instance to deal with finance and innovation or with the question of the heterogeneity of firms size)
