WEA Statewide Bargaining Goal: 5%

Classified are also subject to the same caps the next year. High settlements will set a better starting point.

Benefits 2017-18

Allocation is increased from $780 to $820

WEA Select’s change of underlying carriers to Aetna and UHC takes effect on Nov. 1, 2017.

The Governor is to appoint School Employee Benefits Board by 9/30/17.

Apply the new rate.

Name the insurance plan (WEA Select).

Pursue an increased amount in employer payment.Slide5

Benefits 2017-18

ESSB 5940’s minimum premium charge and higher premium for richer plans are removed from law.

ESSB 5940’s HDHP, progress toward a 3:1 ratio, cost sharing comparable to state employees, and competitive bidding will end by 9/30/17).

References to Pooling are removed.

Reject bidding and any other provision related to the ESSB 5940 requirements.

Remove any detrimental 5940 references.

Pooling doesn’t become

illegal

until 2020. Contract language is needed until then.

Note: it’s possible that 5940 provisions will be put back into law.Slide6

Wage limitation:

Greater of CPI or statewide average allocation

State-funded allocation at $39,976 ($42,375)

Adjusted in some districts by regionalization increases of 6, 12, 18, 24%

Bargain up to the limit.

Pay is not limited to the amount allocated by the state.Slide8

Allocation: $840

Apply the new rate.

Additional Funding 2018-19

Effective Jan 1, 2019:

Maximum local levy authority goes down to the lesser of $1.50/$1,000 or $2,500 per pupil

Property taxes: state increase will kick in before local levy taxes go down. A six month overlap will occur.

(For 6 months you will be allowed to use the prior approved levy $ and the extra tax revenue from state)

Balance of funding will start to shift.

Local funds can be broadly applied, but will be limited.

State funds will increase, but will be tightly controlled.Slide10

2018-19 Summary

Most contracts will be open or re-opened this year.

Bargain the maximum allowed by parameters. Cap should be based on every penny paid in prior year.

Continue to bargain over benefits.

This could be a good year to improve language.Slide11

Funding amount is for allocation purposes, district-wide.

Staffing beyond the number allocated are “enrichment”.

All school employees put in SEBB plan on 1/1/20.

No bargaining for benefits.

Pooling abolished.

State payment bargained with the Governor, funded by the legislature.

Pool contributions should bargained into other pay before January 2020.

WEA Select plans end on 12/31/19 as extension of 2018-19 plan year.Slide15

SEBB:

Must work 630+ hours to qualify (3.5 hours/day or more)

Single-only tier rate not to exceed allocation

Employee premium share for family coverage may not exceed that for single coverage (as a % of premium, not as $).

Expect to see coverage, co-pays, and deductibles to be driven by premium cost parameters.Slide16

Additional Funding 2019-20

Beginning on Jan. 1, 2020, pre-ballot approval is required from OSPI for contents of local levies.

LEA can only be used for enrichment

Levies and approvals include “enrichment” activities.

Bargain adequate voice in district budget process to assure funding for supplemental pay.Slide17

Other 2019-20

District budgets and 4-year plans must show employee pay and funding sources

Enrichment levies begin; for calendar year 2020 must include SPI approval of enrichment expenditure plan.

Local Effort Assistance for enrichment, not basic education.

Local levy authority, grants, donations are restricted to enrichment

Auditor reviews of enrichment begin.

A public hearing and a report to OSPI and the legislature are required if district fails the audit.
