Public User Engagement Team

Putting the people who use our courts and tribunals at the heart of reform is fundamental for redesigned services. One of the ways that we are doing this, as well as listening directly to people who use our services, is through a network of organisations. These are often from the third sector and specialise in understanding the needs of particular groups of people or who support them when they come to court. This helps us to listen to and consider the many and varied needs of our public users.We have identified five groups of public users that could be considered particularly significant or vulnerable:Litigants in person (people who are not represented by a legal professional)Victims and WitnessesChildren and young peopleDefendantsPeople with equality and inclusion requirements.For each of these groups we work with a mix of organisations, subject matter experts and people with personal experience of using the justice system to better understand the end user. This means we are constantly getting input from our public users to inform what we do and how we do it.

Litigants in Person Engagement Group is chaired by the Hon. Mr Justice Robin Knowles and focusses on changes effecting Litigants in Person (people who are not represented by a legal professional). Given this focus it works across all aspects of the Reform programme and our membership is made up from a wide range of advice sector agencies, academics and subject matter experts. Equalities & Inclusion Engagement Group provides an important ‘critical friend’ function for our Public Sector Equality Duties. We also work with them to test assumptions and co-design aspects of our system as they relate to the equality and inclusion needs of our users.Defendant Voice Engagement Panel is the newest addition to our engagement portfolio. This group focusses primarily on changes we are making to the criminal justice system and how this affects the defendants involved. Our members have expertise in working with defendants, allowing us to better understand the impacts and support they require.Change Victims and Witness Engagement Group meet to consider what impact changes to the Criminal Court and physical changes to our estates will have on their user group. Our membership includes specialist organisations and a user who identifies as a ‘survivor’ of the justice system.

How you can get involved

We are always looking for new ways to expand our membership. If you are interested in contributing to an engagement group or have any questions or comments about the work we are doing, please let us know at:PublicEngagement@justice.gov.ukAdditional engagement activitiesAs well as our regular engagement timetable we also engage on an ad-hoc basis as required.To ensure the needs of children and young people are reflected in changes we make to our service, we maintain relationships with children-focussed organisations, which allow us to test ideas and co-design services with young people in their networks. Our engagement groups also include advice sector agencies specialising in the needs of young people.Where there is high interest or a larger impact on public users, we facilitate ‘deep-dive’ workshops which run across all our groups. This allows members and projects more time for consideration and collaboration. Over the past year we have run one-off workshops focussing on Assisted Digital, SSCS and the overarching evaluation of reform.
