SECTION B ORGANISATION OF THE KNESSET CHAPTER THREE MEMBERS OF THE KNESSET Address and messages (A mendment No. 106) 12. (a) Upon his election, the Knesset Member shall inform the Secretary General of the Knesset in writing, of his telephone number as well as an address, fax number and e - mail add ress, for the purpose of deliver ing documents by the Knesset, and shall send information regarding any change in these details. The delivery of documents, or the delivery of a message by phone, as stated, s hall be considered sufficient notice, but on days on which the Knesset Plenum convenes, the laying of a document on the Kn esset table, or its delivery to the room of the Knesset Member in the Knesset premises , shall be considered sufficient notice. (b ) A Knesset Member who travels abroad must inform the Speaker of the Knesset, and indicate the period of his stay abroad, the location where he shall be present, and the phone number in this location. Participation in sittings (A mendment No. 106) 13. T he Knesset Member shall do his best to participate in the Knesset sittings and the meetings of the Committees in which he is a member. Signature of the Knesset Member (A mendment No. 106) 14. A document that a Member of the Knesset submits in writing on the basis of these Rules of Procedure shall be signed by the Knesset Member personally. This provision shall not apply to a document that is submitted by means of the Knesset computer system only . Sending of a resignation letter in accordance 15. A lett er of resignation by a Member of the Knesset, who is unable to submit it personally to the Speaker of the Knesset, shall be sent in one of the following ways, as the case may be: with article 40 of Basic Law: the Knesset (A mendment No. 106) (1) In the country – by means of a person who has authorized to do so by the Knesset Speaker in writing, who shall confirm on the letter of resignation that the Knesset Member deliver ed it to him personally, and shall indicate the time of the delivery; (2) From abroad – by one of the following: (a) By means of a fax - machine or e - mail, that includes a scanned copy of the letter of resignation, as long as the resigning Knesset Member has spoken with the Speaker of the Knesset soon before sending the resignat ion letter , and ascertain ed its arrival; (b) By means of a diplomatic or consular representative of Israel, who shall confirm on the letter of resignation that the Knesset Member delivered it personally to him, and shall indicate the time of delivery . Notice on replacement of Knesset Members (A mendment No. 106) 16. (a) Should the position of a Knesset Member be vacated, the Speaker of the Knesset shall inform the Knesset Member who shall replace him in writing, as stated in article 34 of Basic Law: the Knesset , of the beginning of his service in the Knesset. (b) An announcement by the Knesset regarding the replacement of Knesset Members shall be published in the Official Gazette. Declaration of a llegiance (A mendment No. 106) 17. Should the Speaker presiding over the sitting call upon the Knesset Member to declare hi s allegiance, and the Knesset Member has made a declaration that is not in confirmation with the law, the Speaker shall declare t hat the Knesset Member has not declared his a llegi ance, and the provisions of article 16 of Basic Law: the Knesset shall apply to him, as if he did not declare his a llegiance.
