Data collection basicsPlease submit once per school district!This would include all public schools in your district, including charter schoolsESDs cannot submit on their own!ESDs have to work with school districts, so that everyone is counted through the school district. 5. Tips for 2020-2021 collectionWe know that gathering information on student nursing care needs in your district may be challenging this year. Depending on how nurses in your district have connected with students and families this year during CDL or hybrid learning, nursing assessments may or may not be limited. You can still complete the data collection!Here are some tips:Connect with nurses in your district/region and OSNA to understand acuity strategies.Consider how COVID and its impacts will have changed and exacerbated student conditions. Start by looking at last year’s data.

6. How to find last year’s dataLog on to the District Home Page site.An applications list will appear on the next page. Click on Consolidated Collections.

8. How to find last year’s data5. In the Report Year menu that appears below or to the right, select the MedFrglStdnt Report from the collection year needed.6. In the report menu that appears below or to the right, select “Production Download Report”7. A pop-up will appear with the appropriate report, identifying the year requested. You will receive an email with a secure link. This report can be opened in Excel.

Legal BackgroundORS 336.201(6) The Department of Education shall submit to the State Board of Education and the interim legislative committees related to education an annual report … that provides information on:(a) The availability of licensed practical nurses, registered nurses and school nurses in each school district; and(b) The number of medically complex students, medically fragile students and nursing-dependent students in each school district. [2009 c.843 §2; 2009 c.843 §4]

Oregon LawOAR 581-022-2220 Health Services: The school district shall maintain a prevention oriented health services program for all students which provides:ORS 336.2011 registered nurse for every 225 medically complex students (1:225) 1 registered nurse for every 125 medically fragile students (1:125) 1 registered nurse for every 1 nursing-dependent student (1:1) Encouraged: 1 registered nurse per 750 enrolled students (1:750)

11. Where is the data collection?On the ODE District Webpage.You’ll see a drop down option appear under “Institution Collections”Find the option for “Submission/Maintenance”

12. What does it look like?IMPORTANT: The ORDER of student data changed in 2020! It is now ordered by acuity level.Data fields 1-3require a health assessment by a nurseData fields 4-7 require a count of nurse FTE, including nurses employed by or contracted by your school district

Student Health AssessmentRequires an assessment from a nurse ORS 336.201(b) "Medically complex students" means students who may have an unstable health condition and who may require daily professional nursing services.(c) "Medically fragile students" means students who may have a life-threatening health condition and who may require immediate professional nursing services.(d) "Nursing-dependent students" means students who may have an unstable or life-threatening health condition and who may require daily, direct and continuous professional nursing services.

Medically complex students1 FTE RN for up to 225 students (per ORS 336.201)Definition: Medically complex students means students who may have an unstable health condition and who may require daily professional nursing services. (ORS 336.201)Registered Nurse Assessment: Needs more than a first aid response; a health plan may or may not be in place.

Medically fragile students 1 FTE RN for up to 125 students (per ORS 336.201)Definition: Medically Fragile students means students who may have a life-threatening health condition and who may require immediate professional nursing services. (ORS 336.201)Nursing Assessment: Licensed nurse should be readily available for assessment and/or intervention

Nursing dependent students1 RN or LPN for every 1 nursing dependent student (per ORS 336.201)Definition: Nursing-dependent students means students who may have an unstable or life-threatening health condition and who may require daily, direct, and continuous non-delegable professional nursing services. (ORS 336.201)Registered Nurse Assessment: Student requires direct and continuous care by a licensed nurse (1:1)

School Nurse DefinitionsORS 336.201(e) "Registered nurse" means an individual who is licensed as a registered nurse under ORS 678.010 (Definitions for ORS 678.010 to 678.410) to 678.410 (Fees).(a) "Licensed practical nurse" means an individual who is licensed as a licensed practical nurse under ORS 678.010 (Definitions for ORS 678.010 to 678.410) to 678.410 (Fees).Must work under the direction and supervision of an registered nurse.See ODE’s School Nurse staffing document for more information on the delivery of school nurse services in the school setting.

19. Dental Screening Data CollectionOpens: May 6, 2021Closes: June 25, 2021

Legal BackgroundOAR 581-21-0017(2) Each education provider must: (a) Require a student who is seven years of age or younger and who is beginning an educational program with the education provider for the first time to submit certification within 120 days of the student beginning school that the student received a dental screening within the previous 12 months; (b) File in the student’s dental health record any dental screening certifications and any results of a dental screening known by the education provider; (c) Provide the parent or guardian of each student with standardized information developed by the dental director appointed by the Oregon Health Authority regarding dental screenings, further examinations or necessary treatments, and preventative care including fluoride varnish, sealants and daily brushing and flossing; and (d) No later than October 1 each year, submit to the Department of Education a report that identifies the percentage of students who failed to submit the certification required under this rule for the previous school year. 20

Legal Background (continued)OAR 581-021-0017(3) A student is not required to submit a dental screening certification required under subsection (2) of this rule if the student provides a statement from the parent or guardian of the student that: (a) The student submitted certification to a prior education provider; (b) The dental screening is contrary to the religious beliefs of the student or the parent or guardian of the student; or (c) The dental screening is a burden for the student or the parent or guardian of the student in one of the following ways: (A) The cost of obtaining the dental screening is too high; (B) The student does not have access to an approved screener identified in (1)(a) of this rule; or (C) The student was unable to obtain an appointment with an approved screener identified in (1)(a) of this rule. 21
