Keith Blizzard Curriculum Vitae Experience Keith is a Chartered Quantity Surveyor, Chartered Builder and Chartered Arbitrator. He has been involved in most aspects of quantity surveying, project management and contract administration from inception to completion of a wide range of projects and under a number of different forms of construction contract. Keith’s project experience includes residential accommodation, multi-storey offices, healthcare and public/government buildings, education and laboratories, airports, commercial and industrial developments, defence and engineering installations and petrol retail. He has specialist knowledge of mechanical and electrical installations. Keith has acted as Arbitrator, Adjudicator or Expert in disputes ranging in value from several thousand ng defects, workmanship, valuation of building works, valuation of variations, interim payment and final certificates, delay and disruption, extensions of time, valuation of loss and/or expense, final account valuations, liquidated and ascertained damages, interpretation of construction contracts including bespoke terms and conditions, interpretation and valuation of professional services contracts and various aspects of contract administration including failure to provide and/or the late provision of information. As an Expert and Single Joint Expert Keith has given evidence in the High Court, County Court, Small Claims Court and at Arbitration Hearings. He has carried out both time limited and full mediations throughout the country. In addition, Keith has carried out mediations exclusively by telephone without holding a meeting. Keith regularly lectures on a wide range of issues relating to construction law both throughout the United Kingdom and within the European Union. He has lectured on academic courses at Sheffield University, De Montford University, Birmingham City University and at Helsinki University of Technology. He has also delivered papers at conferences including in Amster

dam, Barcelona, Berlin, Brussels, Lisbon

Following the recent change in regulations, Keith was the first non-lawyer Chartered Quantity Surveyor to become a Full Equity Partner in a firm of Solicitors in England and Wales. Keith is on the Chartered Institute of Arbitrators Panel of Arbitrators and he is on the Royal Institution of Chartered Surveyors, Chartered Institute of Arbitrators, Chartered Institute of Building and Construction Industry Council’s Panels of Adjudicators. Keith is a CEDR Accredited Mediator and he is also on the Royal Institution of Chartered Surveyors and Association of Midland Mediators Panels of Mediators. Keith’s professional experience of the construction process from inception to completion of a project and his expertise in connection with avoiding and resolving disputes can be applied to support employers, construction professionals, contractors and sub-contractors during the construction phase of live projects to ensure that the client’s position is not compromised by their actions, to avoid disputes or to resolve disputes as they arise. Keith is a CIArb approved Tutor. He was the Society of Construction Law Visiting Lecturer in Arbitration Law. He is a Member of the RICS West Midlands Regional Board, a Past Chairman, West Midlands Arbitration Club, the current Chairman CIArb West Midlands Branch and a Member of the Association of Midlands Mediators Standing Committee for which he is responsible for Quality Control.
