Highlight response–wide performance on AAP
What is AAP?
An active commitment by humanitarian actors and organizations to use power responsibly by taking account of, giving account to and being held to account by the people they seek to assist [IASC].
Giving Account - Providing information to affected communities about humanitarian agencies’ activities;
Taking Account - Ensuring humanitarian agencies’ decisions are informed by the views of affected communities; and
Being held to Account - Enabling affected communities to assess and comment on agencies’ performance, including on sensitive matters.

Systematic accountability is essential to meeting organizational and collective commitments as outlined by the Inter-agency Standing Committee (IASC), the Grand Bargain Participation Revolution, and the Core Humanitarian Standard on Quality and Accountability (CHS).
Country level – IASC Standard HCT Terms of Reference and Compact
Under these commitments and standards, international aid agencies are expected to strengthen coordinated and harmonized community engagement practices for more effective and accountable humanitarian action.

OCHA, IOM, UNICEF, UNHCR, WFP, WHO measured against:
% HRPs include a joint approach to accountability, communication and feedback systems and narrative reporting on the effectiveness of the planned joint approach
% of IASC “Scale-Up” activated responses that has a framework for common, system-wide community engagement and feedback in place within three months from activation which informs response decision-making and course correction of the humanitarian response at a country level.
