The student's eligibility to receive PRS is verified by either of the following: a campus official ora medical practitionerlicensedto practice in the United States.The date the student begins receiving PRS is considered the date of enrollment in the PRS program. (SAAH)It is important to identify pregnant students as soon as possible so that the intake process can begin and the student can begin receiving the PRS services. This includes students who are pregnant and/or deliver a live, aborted, or stillborn baby; suffer a miscarriage or death of a newborn; or place a baby up for adoption. Pregnancy Related Services (PRS) Pregnancy Related Services (PRS)are support services, including Compensatory Education Home Instruction (CEHI) that astudent receives during the pregnancy prenatal and postpartum periods to help her adjust academically, mentally, physically and stay in school. These services are delivered to a student when the student is pregnant and attending classes on a district campus, Teen Parent Related

Documentation by campus officials, licensed medical practitioners, and certified teachers is required to claim PRS eligible days present for funding (SAAH Section 9). Withdrawal ProceduresA student is no longer eligible for PRS and must be withdrawn from the program on the date one of the following occurs: the student no longer receives services through the PRS program;the student returns early from postpartum confinement to attend her regular classes on a school campus;the student reaches the first day of the seventh week after her pregnancy ended and a licensed medical practitioner has not authorized an extension of postpartum confinement; if the student's postpartum confinement was extended, the student reaches the first day of the eleventh week after her pregnancy ended; orif the student has been allowed to use the breakservice option, the student reaches the first day of the school week that follows 10 weeks of postpartum confinement.PRS Folder closed for auditing purposes Compensatory Education Homebound(CEHI) CEHIis the mandatory component districts offer in a PRS program. CEHI provides academic services to the student at home or hospital bedside when a valid medical necessity for confinementduring the pregnancy prenatal or postpartum periods prevents the studentfrom attending classes on a district campus. CEHI must consist of faceface instruction by a certified teacher of the district. Substitute teachers can be used to provide CEHI; however, t

When students are provided CEHI, your district will receive the 2.41 PRS weighted funding. Students who do not come to school and who do not receive CEHI and/or special education homebound services mustbe counted absent. (SAAH Section 9The term "medical practitioner" includes a physician, an advanced nurse practitioner, and a midwife licensed under the Texas Occupations Code,Chapter 203.Throughout Section 9, "licensed" means licensed to practice in the United States. Though providing support services to a student who is receiving CEHI during prenatal confinement is optional, these services may be necessary for the academic, mental, or physical health of the student to ensure that she does not drop out of school.Documentation for each event of prenatal confinement must be obtained from a licensed medical practitioner to verify that a medical necessity for confinement has been determined to exist.There isno limit to the length of time or number of times CEHI may be provided to a student during the prenatal period. The length of time and number of times the student is provided CEHI services is dependent on the licensed medical practitioner’s documentation.(SAAH 9)CEHI uring Postpartum Confinementyour district offers a PR

The student is not required to provide a medical note indicating a need for confinement to be eligible for or receive postpartum CEHI through the sixth week from the beginning date. Provision of CEHI during postpartum confinement may be extended for 4 additional weeks’subject to the documentation requirementHowever, under no circumstances will a student remain eligible forPRS funding after the tenth week of postpartum confinement ends.(SAAH 9)CEHI during Extended ConfinementEligibilityfor CEHI during postpartum confinement may be extended for an additional 4 consecutive weeks if there are complications with the student’s or infant’s health. Eligibility for CEHI during extended postpartum confinement starts on the first day of the seventh week after the beginning date and ends on the first day of the eleventh week after the beginning date.(SAAH 9)CEHI duringBreakService ConfinementYourdistrict may allow a student to divide up to 10 weeks of postpartum confinement CEHI into two periods in instances in which the infant remains hospitalized after delivery. This option is known as breakservice CEHI. It allows the student to receive CEHI during an initial period of postpartum nfinement while recovering from delivery (student recovery period), return to school until the baby is released from the hospital, and then receive CEHI during the remainder of the eligible postpartum confinement time while caring for the baby (baby recovery period). (If the baby is hospitalized again, the student may receive an additional period of CEHI when the baby is released if the student has not already received 10 weeks of postpartum confinement CEHI.)(SAAH 9)

For a baby recovery period, the student is not required to provide a medical note indicating a need for extended postpartum confinement to be eligible for or receive breakservice CEHI beyond the sixth week of postpartum confinement.(SAAH 9)Attendance forTraditional and NonTradition Students (OFSDP Attendance)9.10 Confinement and Earning Eligible Days PresentA student who receives CEHI while on prenatal or postpartum confinement earns eligible days present based on the number of hours she is served at home or hospital bedside by a certified teacher.198 Use the following chart to determine a student’s eligible days present. 197 Information on the PRS waiver can be found at https://tea.texas.gov/StateWaivers/. 198 For a teacher other than a special education or bilingual/ESL teacher, the requirement that a teacher be certified does not apply to an openrollment charter school unless the school’s charter requires that courses be taught by certified teachers.(SAAH 9)One exception to the prohibition on changing the type of record used during a reporting period would be for a student’s initial enrollmentin the OFSDP. Another would be for an OFSDP student who begins receiving PRS CEHI services in the middle of a sixweek reporting period. The student’s attendance would be reported with a 42400 record (according to the CEHI funding chart in 9.10 Confinement and Earning Eligible Days Present) and with an ADA eligibility code of 1 at the time the student began receiving CEHI services, even if that date occurred within the sixweek reporting period. The below mentioned addendums to the guidelines have modified and enhanced our delivery of services tothe students that we serve during this time. Our goal is to ensure that every student in the PRS program can continue to receive all of the support services provided by the program.We will respect and strictly enforce all of the instructions and directives communicated by the District administrative team to safely and effectively educate our community’s children. All CDC guidelines for reopening schools during COVID19 are being respected and followed. Enrollment ProceduresUpon referral of a student, the TPRS staff will communicate via phone call with the student and family to inform of program services and initiate an intake to assess student needs.If registration is needed, TPRS Specialist or Caseworker will contact the family and assist with the online registration process.Intakes will be mailed to thefamily completion. The familywill scanand emailor call for assistance. PRS/CEHI/Fatherhood Support ServicesECISD TPRS Support Services, listed as Academic, Life Skills, Post High School Planning & Career, Support Services and Homebound Instruction will be conducted via email, phone call, or virtual meetings. Parent conferences and ARD meetings to be included. All faceto face meetings will be avoided, if possible. Transportation and Childcare ServicesTransportation guidelines set forth by the ECISD Transportation Department will be communicated and respected. TPRS bus transportation will continue to those students attending campus class schedules and using the ECISD childcare facility. Students must be attending remote learning and oncampus classes and be ADA eligible to use the busing accommodation. Transportation of students to appointments and events will require staff to use ECISD suburban or buses and requiring all students and

Students using Teen Parent Related Services(TPRS) Operating Guideline Manual Revised 8.6.202012| Page the ECISD Zavala Childcare facility will respect and adhere to all of the guidelines shared by the facility director. Students must be attending remote learning and oncampus classes and be ADA eligible to use the childcare facility.Equipment or Supplies DeliveryLaptops, hotspots, general school supplies and materials will be coordinated by ECISD campus staff. Distribution will be done by picking them up at campus, following campus instructions and directives for safety of the student and staff. Homebound Instruction Homebound instruction will be coordinated with homebound teachers and specialists to ensure that all team members are well informed in order to deliver online virtual remote instruction. “Remote instruction” for the PRS program means that CEHI is provided to a student through a technologythat allows for realtime, twoway interaction between a student and teacher who are in different physical locations. Examples of such technology are interactive video conferencing and a robot that allows for virtual interaction between student and teacher. The technology must allow for both twoway audio and twoway video interaction. All other Section 9 PRS requirements are required. (See the definition of “remote instruction” in 12.3 of Remote Instruction That Is Not Delivered through the TXVSN in the SAAH). For information on remote home instruction, including applying for a waiver to provide remote instruction see either 12.3.3 Remote Homebound InstructionRegular Education Students or 12.3.4 Remote Homebound InstructionSpecial Education Students, as applicable. Agency campus visitsInformation sessions and referrals will be done virtually and coordinated through the campus specialist and/or caseworker. The appointments will be documented. Oncampus guests will be suspended. College Trips and Campus VisitsAll visits will be suspended until further advised. However, the TRAC counselor will ensure the communication of important information relevant to assisting the student in preparing for college readinessand virtual tour where applicable Childcare Facility Eventsthe Zavala Childcare facility hosts an annual Open House to host our teen parents. They also conduct oneone tours for our students and their families. These events are suspended, until further noticechildcare is available to our student. Campus TPRS Group EventsAll are suspended, until further advised. This will include the birthday, sixweek celebrations, group events, and teen parent support groups. Efforts to conduct these events, will be done virtually by the TPRS Campus Staff.
