WHEN TO CALL THE POLICE With rare exception, in a Public School setting, staff do not initiate a call to the police (an intruder is an exception) The Building Principal or Assistant, generally calls 911 and notifies Central OfficeEXCEPTION:Any intruder threat or other type of threat that requires a Lockout or LockdownAny personnel can call 911 as soon as the threat is detectedGCPD is notified in advance and responds for all major events
SCHOOLS ARE DIFFERENT Any chargeable criminal assault must have the victim (or parent of a minor ) as the complainant A direct threat against a staff member, student, or parent must have the victim (or parent of minor) as the complainantFor a bomb threat, vandalism, or false alarm, the District is the complainant (typically the Principal after discussion with CO)Tinker vs. Des Moines- 1969 Students do not give up their constitutional rights at the School House doorSearches- What is and isn’t permitted and whenConfidentiality and FERPANexus:Any situation outside of school that is closely enough connected to in-school situations can be the cause for DISCIPLINE.Internet harassment outside of school, fights, threats, drug sales, drug use, etc. may or may not be a school discipline issue.
WHAT IS CURRENT AND WHAT IS NEW? We have been practicing Lockouts and Lockdowns for a number of yearsWe meet regularly with the BOCES safety team and improve our safety plans annually The Principals review safety procedures and discuss improvements at each monthly meeting There is an opportunity at each faculty meeting to discuss building safety issues Staff meet with administrators and counselors to review students, adults, or outside influences in order to identify at-risk behaviors We have upgraded electronic exterior locks and both exterior and interior cameras to both deter and monitor threats There are personnel at the entrance to each school to monitor visitors and notify the office of emergencies GCPD & District Administration Meet Regularly
IN PROGRESS Last month, the Board authorized a review of our safety practices by a team consisting of a school security company, Homeland Security and the Garden City Police Department Their recommendations will be forthcoming within about 60 days and will be incorporated into existing procedures The District and Village have entered into an agreement that permits the GCPD to monitor our security cameras in the event of any emergency (Also have an MOU with NCPD) We have authorized and will be providing a new Stop the Bleed program that provides training and materials to staff for response in any traumatic incident The capital budget plan considers allotments for security improvements including vestibule entry ways to make school entrances more secureWe are reviewing with our consultants the addition of computerized background check systems to be used for visitorsWe are reviewing the possibility of additional security personnel and have requested our professional organizations to seek permission for security expenses to be excluded from the Tax CapSecurity is a Partnership
WHAT ABOUT… Metal detectorsArmed guards Police assigned to schools Checking visitor bags, jackets, etc. No visitors except by appointment Checking all student backpacks Bulletproof glass Senior lunch privilege/RecessEliminating the use of schools by outside organizationsConducting random searches of lockers and/or autosNot all solutions are as effective or reasonable as they appear
WHAT DO WE THINK IN THIS DAY AND AGE? Staff and students come to school thinking about education Staff and parents grew up in schools that were inherently thought to be the safest part of their livesWe all want security and should be mindful to practice it in terms of ID badges, locked doors, closing windows, predicting behavior, and sharing pertinent information in advanceSchools are not fortresses, and there must be a balance between safety and learningSecurity works best as a part of the ongoing school program and not as “an outside force”Constant vigilance is everyone’s responsibility

FINAL THOUGHTS School Security is a developmental process that takes place over years NYS has not authorized security expenditures beyond the Tax Cap and takes 18 months to approve building security projectsRelationships are criticalCommunication is an essential component of any security planWe are all responsible for each other and prevention is far and away preferable to even the best reactionThis is a constantly evolving area and requires ongoing vigilance and attentionSpecial thanks to Commissioner Jackson and the GCPD for their outstanding cooperation and supportSecurity is a constantly evolving process
