Population of State : As per 2011 census, total population of Assam was 3,11,69,272.Background: Hearing loss is the most common sensory deficit in human today. Currently there are 291 per one lakh population who are suffering from severe to profound hearing loss, of these a large percentage are Children between the ages of 0 to 14 years. It amounts to a severe loss of productivity, both physical and economic.

4. Objectives of the programme : To prevent avoidable hearing loss on account of disease or injury. Early identification, diagnosis and treatment of ear problem responsible for hearing loss and deafness. To medically rehabilate persons of all age groups suffering with deafness. To develop institutional capacity for ear care service by providing support for equipment, material and training personal

5. Programme execution & expansion : The programme was initiated in 2007 on pilot mode in 11 States / UTS in INDIA including 9 (nine) districts of Assam. The districts are namely :- Nalbari / Darrang / Sonitpur / Lakhimpur / Kamrup (M) / Nagaon / Jorhat / Sivsagar / Goalpara. It was proposed to expand the programme additional 9 (nine) more districts during financial year 2016-17 and it has been approved for the districts namely - Kokrajhar / Barpeta / Kamrup (R) / Golaghat / Dibrugarh / Dhubri / Cachar / Karimganj / Hailakahdhi.

(C) Steps taken for filling up of vacant post at all levels : The file for remaining vacant post of HR on contractual basis is under process at NHM.  (D) Activities : The district hospital of all the implemented districts have been equipped with ear surgery instruments. Screening of ear care service and detection of hearing loss done on regular basis at the District hospital and periphery. Hearing aids is being provided by ALIMCO as per MOU between MoSJ&E and Ministry of Health & Family Welfare. All the DNOs are instructed to takes steps accordingly.

Nodal officer is going on.  (F) Reporting System (Feed back) : All the performance report from the districts are received at State Nodal officer Quarterly and conveyed to DDG, NPPCD, New Delhi with a compilation report. G) Fund Position : 2012-13 & 2013-14 No fund received during the year. 2014-15 ROP approved but fund not received. 2015-16 Fund received Rs. 1129830.00 on 31/03/2016. 2016-17 Fund approved Rs. 38134000.00 and transferred to bank account. Rs. 110,000,00 on 05/12/2016. Unspent balance of 2011-12 & 2015-16 = Rs. 24027262 (Including Bank interest)ExpenditureArrear Salary 2015-16 = 900000.00Regular Salary = 525000.00Balance at present Rs. 33854432.00

14. (H) Action Plan as per ROP has been prepared. Steps have been taken for filling up of the vacant post as per ROP (2016-17). IEC activities:- Action Plan submitted for approval of NHM. All district Nodal officers are asked to prepare for spreading awareness regarding ear problem, early detection of deafness, available treated and Health care facility for referral of such care.  Training : The Joint DHS are requested to nominate the names of the ENT Doctors Gynaecologist, Paediatrician & Paramedical Staff to undergo training under NPPCD, at Guwahati / Dist. H.Q.

15. (I) Issues : Until & unless a State cell is formed, the programme could not be run smoothly. Formation of State cell is under process at NHM level.  Monitoring & supervising the district is practically could not done due to non approval of fund for mobility. A letter requesting fund for mobility had been sent to DDG, NPPCD, New Delhi. PIP for office contingency was not approved for 2016-17. Communications have been made to DDG, NPPCD, New Delhi for the same. Once the State cell is formed and recruitment of manpower is completed the NPPCD will gear-up and achieve fulfilment.
