If this billpasses third reading in the house of introduction, a bill summary thatapplies to the reengrossed version of this bill will be available at The bill establishes the CO9To25 youth development council(council). The goal of the council is to improve the health and well-beingof youth and young adults across Colorado by uniting and maximizingcollective interests and resources. The membership and operationalstructure of the council shall be determined by the council in accordancewith recommendations from the Colorado state youth development plan. Amended 2nd Reading McCann,Johnston, Shading denotes HOUSE amendment. Double underlining denotes SENATE amendment. In Colorado Revised Statutes, article 47 to title 25 as follows: CO9To25 Youth Development Council 25-47-101. CO9To25 youth development council - established (1) THERE IS ESTABLISHED THE YOUTH DEVELOPMENTCOUNCIL REFERRED TO IN THIS ARTICLE AS THE COUNCIL IN THE DEPARTMENT PUBLIC HEALTH ENVIRONMENT THE COUNCIL TO IMPROVE THE HEALTH , SAFETY WELL BEING YOUTH ADULT S ACROSS C OLORADO ACCOMPLISH THIS THE COUNCIL SHALL :12 COORDIN ATING BODY TO REVIEW SERVICES BEING PROVIDED STATEWIDE YOUTH ADULTS AGES NINE TWENTY FIVE 15 RECOMMENDATIO NS REGARDING BEST PRACTICES FOR PREVENT VIOLENCE , SUBSTANCE ACTIVITY WELL FOR TREATMENT INTERVENTION SERVICES FOR IMPLEMENTATION THROUGHOUT THE STATE ;19 VISE HE RAMPSAS YOUTH SERVICES THE DEPARTMENT PUBLIC HEALTH ENVIRONMENT REGARDING SUCH BEST PRACTICES ; AND OVIDE DVICE REGARDING DUPLICATIVE SERVICES AND GAPS SERVICES BEING PROVIDED STATEW THROUGH GOVERNMENTAL AGENCIES NONPROFIT ORGANIZATIONS , AND PRIVATE PROVIDERS .25 COUNCIL THE FOLLOWING ADDITIONAL SPECIFIC -2- DUTIES AND FUNCTIONS :1 (a) T O ESTABLISH REGIONAL COUNCILS ACROSS THE STATE TO COORDINATE THE PROVISION SERVICES YOUTH ADULTS RECOMMEND BEST PRACTIC ES FOR SUCH SERVICES TO THE YOUTH DEVELOPMENT COUNCIL ; (b) TO INCREASE PUBLIC AWARENESS OF AVAILABLE YOUTH ANDYOUNG ADULT SERVICES AND ORGANIZATIONS(c) T ESEARCH STANDARDS AND SYSTEMIC INDICATORS FORPOSITIVE YOUTH AND YOUNG ADULT DEVELOPMENT (d) TO COORDINATE FUNDING AND PROGRAMMATIC EFFORTS AMONG STATE AGENCIES TO INCREASE THE BLENDING OF EXISTING FUNDSAND REDUCE FRAGMENTATION OF EFFORTS AMONG STATE AGENCIES ANDDEPARTMENTS THAT SERVE YOUTH AND YOUNG ADULTS(e) TO ELIMINATE DUPLICATION OF EFFORTS AND IDENTIFY GAPS IN SERVICES AMONG STATE AGENCIES AND SERVICE PROVIDERS (f) TO CREATE A QUALITY NETWORK OF YOUTH YOUNG ADULTAND ADULT PARTNERSHIPS STATEWIDE THAT WILL PROVIDE TRAININGSUPPORT AND TECHNICAL ASSISTANCE TO THOSE PARTNERS AND O COORDINATE AND COLLABORATE WITH THE EARLY CHILDHOOD COUNCILS ESTABLISHED IN ARTICLE 6.5 OF THIS TITLE .20 25-47-102. Membership - convening entity. (1) TMEMBERSHIP OF THE COUNCIL MUST INCLUDE PERSONS FROMTHROUGHOUT THE STATE AND PERSONS WITH DISABILITIES AND MUSTREFLECT THE AGE ETHNIC AND GENDER DIVERSITY OF THE STATE(2) TO BECOME A MEMBER OF THE COUNCIL INTERESTEDINDIVIDUALS MAY SUBMIT A LETTER OF INTEREST TO THE ECUTIVE DIRECTOR THE DEPARTMEN T OF PUBLIC HEALTH AND ENVIRONMENT -3- HERE MUST BE A MINIMUM OF TWENTY MEMBERS ON THE COUNCIL(3) THE COUNCIL SHALL ESTABLISH ITS OPERATIONAL STRUCTUREAND EXPECTATIONS FOR MEMBERS IN ACCORDANCE WITH THERECOMMENDATIONS MADE IN THE OLORADO STATE YOUTHDEVELOPMENT PLAN CREATED PURSUANT TO SECTION N OR BEFORE A NECESSARY THEREAFTER THE EXECUTIVE DIRECTOR THE DEPARTMENT PUBLIC HEALTH ENVIRONMENT DESIGNATE CONVENING ENCY TO ASSIST WITH THE ADMINISTR ATION OF THE COUNCIL . CONVENING AGENCY MAY BE A LOCAL NONPROFIT ORGANIZATION .10 - effective date. effect a.m. following ninety-day after final ment of the general assembly (August adjournment cept that, if a referendum petition is filed pursuant to section 1 (3) of article V of the ution against this act or an item, section, or part of this act item, effect the general election to be held in November such case, will take effect on the date of the official declaration of the vote thereon by the governor.-4-
