The report reconsiders the results of the informal consultations carried out in The Grove in relation to the parking scheme proposals for the Isleworth College/Court area. 2.0. 2.1 That the Committee notes the results of consultations carried out in The Grove and a) include the eastern arm of The Grove in the approved parking scheme; and, b) include the western arm of The Grove in the approved parking scheme. 2.2 That the local community be informed of the Committee’s decisions. At its meeting on 23 October, the Committee considered a report detailing the scheme in the roads surrounding the West Thames College and Isleworth Court. The Committee decided to approve the progression of a scheme in: - Clifton Road, Harvard Road, Spring Grove Road (from Thornbury Road to 3.2 Following that decision, Ward Councillors have asked that decision not to include The Grove in the parking scheme be reconsidered by the Area Committee. 4.1 Members will recall that following the allocation by Transport for London of funds to the Borough for parking schemes, an informal consultation exercise was carried out in July on a possible parking scheme in the streets around West Thames College and Isleworth Court. Following a meeting with Ward Councillors to discuss the initial consultation results, it was agreed that a reduced scale scheme should be recommended to the Area Committee for progression. 4.2 This smaller area included the eastern arm of The Grove, i.e. east of and including reconsulted to ascertain whether their view on the introduction of a scheme in their streets might change in the knowledge that the smaller scheme was to be recommended for approval. The streets to be reconsulted included the western arm 4.3 The results from the first consultation exercise from The Grove are shown below: - In favour The Grove (eastern arm) 10 7 The Grove (western arm) 8 13 4.4 As mentioned in 4.2 above, the western arm of The Grove was reconsulted and the In favour The Grove (western arm) 17 17 4.5 At its meeting on 23 October, the Committee resolved to exclude The Grove from the parking scheme and to proceed with a scheme in: - Clifton Road, Harvard Road, Spring Grove Road (from Thornbury Road to London 4.6 Ward members have now asked for the decision to exclude The Grove from the scheme be reconsidered by the Committee. The Committee is therefore recommended to consider whether it now wishes to:- a) include the eastern arm of The Grove in the approved parking scheme; and b) include the western arm of The Grove in the approved parking scheme. 4.7 As the scheme affect two wards, it will be necessary for The Executive to take the final decision on progression of the scheme. The approved scheme will pass to Traffic Order stage and then, if there are no material objections received to the Orders, continue to implementation stage as soon as possible. Any unresolved objections received will be brought back to this Committee for resolution. 5.0 FINANCIAL COMMENTS 5.1 Some £17K of Section 106 monies is available towards a parking scheme for this area and additional funds became available earlier this year from TfL. 5.2 Until the exact boundary of an agreed area is known, only an approximate estimate can £150,000 and whilst this figure is also being used towards other schemes, including the Hatton Green parking scheme, it is sufficient to fund the full costs of a scheme around the West Thames College. 5.3 The Head of Finance comments that as funding is available from Transport for London, this money should be used first before applying the Section 106 funding since the latter is not time restricted. 6.0 EQUAL OPPORTUNITIES6.1 Within the operational hours of the proposed parking scheme, wheelchair users, the blind and those with restricted mobility should find junctions and dropped kerbs unobstructed. The usual exemptions from parking restrictions apply to Orange /Blue Badge Holders. 7.0 ENVIRONMENTAL IMPLICATIONS7.1 The introduction of the parking scheme in these streets should greatly improve the environment by reducing the level of obstructive parking; freeing street corners from of parked vehicles; improving sight-lines for drivers and generally enhancing road safety and the street environment.
