USDOT AUTOMATED VEHICLES 3.0 November 13, 2018

History of US DOT Policy 2017 – AV 2.0: A Vision for Safety Automated Driving Systems 2.0: A Vision for Safety in September 2017, the Department provided voluntary guidance to industry, as well as technical assistance and best practices to States, offering a path forward for the safe testing and integration of automated driving systems

AV 3.0 Preparing for the Future of Transportation “introduces guiding principles and describes the Department’s strategy to address existing barriers to safety innovation and progress. It also communicates the Department’s agenda to the public and stakeholders on important policy issues, and identifies opportunities for cross-modal collaboration”

Today’s featured speaker

Automated Vehicles 3.0Preparing for the Future of Transportation Matthew Leshfor Coalition for Smarter Transportation

Intro to AV 3.0“With the development of automated vehicles, American creativity and innovation hold the potential to once again transform mobility”

Today’s DiscussionCan we get there from here?Overview of AV 3.0Does it answer the questions? Things to considerWhat’s next?

Principles of AV 3.0Prioritize SafetyTechnology NeutralModernize Regulations Encourage ConsistencyPrepare ProactivelyEnhance Freedoms

Themes of AV 3.0 Multimodalism Mobility Innovation AV 3.0

Advances multimodal safety?AV 3.0 affirms USDOTs interest in advancing connected vehicle strategiesDiscusses integrating AV technology into the existing transportation system including people with disabilities and pedestrians Provides considerations and best practices for State and local governments to support safe testing and operations

Reduces policy uncertainty?AV 3.0 reaffirms reliance on self-certificationDiscusses USDOT’s authority to establish motor vehicle safety, but encourages localities to remove barriers Discussion of appropriate balance of Federal, state and local authority

Outlines a process for working with U.S. DOT?AV 3.0 further works to define the Federal role in AV researchSpeaks directly with stakeholders and encourages comment Discontinued AV Proving Ground designations

Things to consider There is lot’s of discussion at USDOT about Cooperative Automation.AVs will come to mean more than just enhancing the automobile we know today. The new word is mobility. USDOT is beginning to think about the complete trip.If it isn’t safe, fun, and reliable, people won’t ride it. Let’s take our time and get it right!!

RememberComment Period on AV 3.0 Closes on December 3, 3018Grant funding will soon follow to help advance the principles of AV 3.0

Concluding Thoughts Voluntary safety compliance vs. regulation Does not necessarily preempt local regulation, but ‘carries a big stick’ Discusses pathway to modernizing existing rulesNHTSA Vehicle Rules FTA Bus & Safety Rules Numerous design manuals Does not recognize identified testbeds (calls entire nation test bed) Very tech neutral

Concluding Thoughts What's not in as important as what is in: Discussion of funding for pilots Tech neutrality vs. funding for specific purposesNo detailed guidance on planning or operational assistance No detailed guidance on data security or open vs. closed look systems
