Prepared by Research & Performance Support Page | 1 CIHI HSP Indicator Matrix and Cost Overlay Introduction On June 10 th t he Canadian Institute for Health Information (CIHI) will update its interactive health indicators website: ‘ Your Health System ’. Based on CIHI’s Health Syst em Performance (HSP) Framework this website presents provincial, regional and, in some instances, facility level information. The following matrices have been prepared to highlight areas where RQHR is:  doing poorly (worse than the national average and had not improved since the previous year of data recorded 1 ),  require attention (performance worse than the national average but improved compared to last year),  doing well (performance better than the national average and improving compared to last year) Notes for Interpret ing the Matrices Data presented in the matrices below reflect onl y those indicators in CIHI’s HSP framework where a comparison to a previous year and to the national average was available (matrix A ) and had an associated hospital cost (matrix B – cost over lay). Differences in rates were recalibrated i nto a common index (percentage change ) so indicators measured using different rating scales could be compared in the same matrix. Cells highlighted in green in the tables indicate where RQHR’s performance is b etter than the national average and/ or showing improvement since the last fiscal year . Cells highlighted in red indicate areas where RQHR performance is worse than the national average and/ or worse than it was in the last fiscal year . Blue indicates no change. These differe

nces reflect observed increases and decreases and are not a n indication of statistically significant changes.  All indicators in the two lower quadrants are worse than the national average.  All indicators where RQHR performance is bette r than the national average are in the upper two quadrants.  Indicators on the left of the vertical axis are indicators where RQHR performance was worse than the previous data period reported.  Indicators to the right of the vertical axis are those where RQH R performance improved since last reporting period.  Cost overlay was based on the number of cases in the index year multiplied by the cost of a standard hospital stay in 2013/14 ($6, 566 ).  A l arger bub ble size indicates greater cost.  Potential cost saving refers to the cost saved if the indicator was managed to the national average (potential cost * % from national). 1 For most updated indicators the most current year is 2013/14. Since ‘All patients readmissions’ covers all other classes of readmits , only the potential costs savings associated with ‘ all readmissions ’ were included in the total potential cost savings calculation.
