Subject Area Extensions for Special Education Teachers

Hold one of the following certificates.Students with Disabilities (Grades 5-9) Generalist certificate

Background

The SOCE was developed in response to the Every Student Succeeds Act (ESSA) that replaced the No Child Left Behind Act (NCLB).Through NCLB, special education teachers who taught a special class in grades 7-12 were permitted to teach one or more core subject areas in their special class, if they met the federal definition of “Highly Qualified” in those core subject area(s). 

ESSA eliminated the NCLB permission that allowed special education teachers deemed to be Highly Qualified to teach a subject area in a special class in grades 7-12 in order for local educational agencies (LEAs) to receive certain federal aid. However, the Department is required to ensure that teachers in LEAs receiving federal funding fulfill state certification requirements.

Background

At its July 2018 meeting, the Board of Regents established the SOCE and limited extension in the core subject areas for special education teachers who teach a special class in grades 7-12. The core subject areas include biology, chemistry, earth science, English Language Arts, mathematics, physics, and social studies. 

The SOCE and limited extension create additional pathways for these teachers to become certified in one or more subject areas. The limited extension enables eligible special education teachers to be certified in a subject area while they teach a special class in grades 7-12 and pursue the subject area extension or certificate.

Background

The SOCE is a “grandfathering” option that certifies eligible special education teachers who meet specific requirements to teach a subject area in a special class in grades 7-12.For the SOCE, eligible special education teachers must have at least three years of satisfactory full-time teaching experience in grades 7-12 prior to June 30, 2020, during which time they would have been considered Highly Qualified in the subject area through passing a HOUSSE rubric. 

The deadline for applying for the SOCE is June 30, 2020.

SOCE and Limited Extensions

The statement of continued eligibility (SOCE) and limited extension provide pathways to certification for special education teachers who teach a special class (self-contained) in grades 7-12 in the following areas: Biology, chemistry, earth science, ELA, mathematics, physics, and social studies.

Teachers must hold one of the following certificates to be eligible for a SOCE or limited extension:Students with Disabilities (Grades 7-12) Generalist or Content SpecialistStudents with Disabilities (Grades 5-9) Generalist or Content SpecialistSpecial Education (issued prior to 2/2/04)

SOCE Requirements

Hold an appropriate certificate.Employed in a public school or other school for which certification is required to teach a special class.Have at least three years of satisfactory full-time teaching experience in grades 7-12 prior to June 30, 2020, during which time the applicant was considered Highly Qualified in one or more subject areas through passing the HOUSSE rubric.Complete the following workshops: Child Abuse Identification and Reporting, School Violence Intervention and Prevention, Dignity for All Students Act, and Autism.

SOCE Documentation

The district would submit the following documentation for applicants.A completed Verification of Teaching Experience Form.The special education teacher must have taught the subject area in which the SOCE is sought in a special class.

A completed HOUSSE rubric in the subject area in which the SOCE is sought. The HOUSSE rubric must have a date indicating that the rubric covered the years of experience listed on the Verification of Teaching Experience Form.If the district does not have the required HOUSSE rubric, then it may complete the HOUSSE rubric now based on the teacher’s qualifications immediately prior to the academic years listed on the Verification of Teaching Experience Form. An appropriate district official must send the completed HOUSSE rubric and a letter explaining that the special education teacher taught the subject area in a special class and the HOUSSE rubric represents the fact that the teacher would have been considered Highly Qualified in the subject area in each of the years listed on the Verification of Teaching Experience Form.

Limited Extension Information

Limited extensions in each subject area are valid for five years. They may be renewed once for an additional five years if the extension holder completes at least three semester hours of coursework in the subject area of the limited extension. Limited extensions are only valid in a special class.

Limited Extension Requirements

Hold an appropriate certificate.Complete one of the following options:

Have at least two years of satisfactory full-time teaching experience prior to June 30, 2020, during which time the applicant was considered Highly Qualified in one or more subject areas through passing the HOUSSE rubric; or Pass the content specialty test in the subject area; or Pass an industry accepted exam in the subject area; or Complete at least 9 semester hours of coursework in the subject area; orComplete at least 45 hours of acceptable CTLE in the subject area and either: 1) have at least two years of satisfactory teaching experience in grades 7-12 in the subject area, or 2) be mentored in an applicable school or school district for at least one year by a teacher who holds a Professional or Permanent certificate in the subject area.

Computer Science Certification

There are four pathways for an Initial Computer Science (All Grades) certificate.Approved program

Approved Program Pathway

Guidance on the computer science coursework is available on the Office of College and University Evaluation (OCUE) website, including definitions of the five concepts to assist in the development or identification of courses. http://www.nysed.gov/college-university-evaluation/computer-science-certificate-coursework-guidance Candidates must learn:

how to code for accessibility and the American Disabilities Act (ADA) website accessibility compliance requirements, andhow computers can be used in educational settings to meet the needs of all learners, including those with learning differences.

Computer Science Tenure Area

Computer science is a new tenure area. After September 1, 2022, a teacher who was previously appointed tenure in a different tenure area may choose to continue to receive credit toward tenure and seniority rights in their previous tenure area while devoting a substantial portion (40% or more) of their time to teaching computer science courses, or they may choose to change their tenure area to receive credit and accrue seniority rights in the tenure area of computer science. 

For educators assigned/appointed on or after September 1, 2022, who are devoting a substantial portion of their time teaching computer science, probationary appointments and appointments in tenure will be made in accordance with normal tenure rules (i.e., appointed tenure in computer science).

Computer Science SOCE

Teachers who hold a certificate in any area can continue teaching computer science courses until September 1, 2022. Teachers may be issued a statement of continued eligibility (SOCE) to continue teaching computer science courses in the employing school, school district, or BOCES without certification under certain conditions.

Eligibility: Teachers who are employed within the five years immediately preceding September 1, 2022 as a teacher of computer science courses in New York State provided that they hold a permanent or professional certificate in another certification area. Applications: Must be submitted on or before September 1, 2022.Validity period: Ten years from the date the SOCE is issued.

Requirements for SBL Professional Certificate

For the SBL Professional certificate, individuals must have three years full-time experience in an educational leadership position, which must include at least one year as a school building leader. 

Single School Building. Individuals who hold an SBL certificate can work in a single school building. They cannot engage in work in multiple school buildings because then they are working at the district level, which would require SDL (School District Leader) or School District Administrator (SDA) certification. Responsibility for the hiring and retention of certified professional personnel.Responsibility for the pedagogical supervision and performance evaluation of certified personnel.

Requirements for SBL Professional Certificate

Responsibility for budget preparation and implementation. This does not include being given discretion to spend minor sums of money on departmental supplies, such as papers, pens, and chalk.Responsibility for curriculum development and supervision of its implementation.

Other Position Titles That May Be Considered Acceptable. Experience completed while holding other positions may be considered administrative in nature and may be acceptable for the SBL Professional certificate, such as “Department Chairperson”, “Coordinator”, and “Supervisor”.
