Romanian Naval Authority

is a public institution established by Government Decision No.1133/2002, subordinated to the Ministry of Transport, having

main

duties in the field of safety of navigation and security of ships,

such

as:

accomplishment of the state duties from the international agreements and conventions to which Romania is a Party, regarding the activity field of RNA

,

duties to registry the ships flying the Romanian flag, examination

and certification of seafarers; it authorizes and inspects the economic agents developing naval transport activities in national navigable waters and in ports, it coordinates the activities of search and rescue at sea and in Romanian national navigable waters, and also it carries out the surveillance of navigation, the control and the directing of vessels traffic in national navigable waters and in Romanian ports.

SOLAS

Convention Regulation 3-6 (Chapter II, Part A-1)

Access to and within spaces in, and forward of, the cargo area of oil tankers and bulk carriers 2.3 The construction and materials of all means of access and their attachment to the ship’s structure shall be

to the satisfaction of the Administration. The means of access shall be subject to survey prior to, or in conjunction with, its use in carrying out surveys in accordance with regulation I/10

The design and construction provisions concerning access means: access doors, portholes, deckhouse windows, are to be found within Technical Rules of Classification and Construction of Ships, MLPTL.ANR code-NM-2002, issued by the Ministry of Public Works, Transportation and Housing by Order no. 1901/2002 of 26 November 2002, Part A-III, Plants, equipment and facilities, chapter 7: Arrangement and closing of hull, superstructure and deckhouse openings.

Constructive doors shall be of steel or other material, RNA approved doors shall be hinged to open outside, skylights may be of 3 type depending on the thickness of the glass, deckhouse windows shall be of fixed or hinged folding (casement) type, having the glass mounted to a hinged rigid frame

.Requirements regarding materials to be used are to be found within section 7.10.3: openings may be fabricated of steel, light alloy, glass shall be of 10 to 15mm, wood shall be of special type, an assortment of quality to provide appropriate strength. Rubber seals shall be of elastic type and resistant to variable weather conditions, and shall possess a sufficient strength. Glue used for attaching the rubber weather stripping shall be RNA approved.

Regulation 29 (Chapter II, Part C)

Steering gear

 1. Unless expressly provided otherwise, every ship shall be provided with a main steering gear and an auxiliary steering gear

to the satisfaction of the Administration. The main steering gear and the auxiliary steering gear shall be so arranged that the failure of one of them will not render the other one inoperative.

 

Requirements for operation of steering gear are to be found within Technical rules of Classification and Construction of Ships, MLPTL.ANR code-NM-2002 issued by the Ministry of Public Works, Transportation and Housing by Order no. 1901/2002 of 26 November 2002, Article 2 of Part III Plants, equipment and facilities, and within “Steering gear requirements”

Article 6.2 of “Machines and mechanisms” chapter.

2.9.1. If there no additional requirements specified, each vessel shall be equipped with one main and one auxiliary steering gear.

6.2 .1.1. Main or auxiliary steering gear shall be so arranged that one system’s failure shall not render the other system unusable.6.2.1.3. Rudder actuators design shall provide the transition from main to auxiliary drive in less than 2 minutes in case of failure.

Regulation 43 (Chapter II, Part D)

Emergency source of electrical power in cargo ships

 1.3 The location of the emergency source of electrical power, associated transforming equipment, if any, the transitional source of emergency power, the emergency switchboard and the emergency lighting switchboard in relation to the main source of electrical power, associated transforming equipment, if any, and the main switchboard shall be such as to ensure

to the satisfaction of the Administration that a fire or other casualty in the space containing the main source of electrical power, associated transforming equipment, if any, and the main switchboard, or in any machinery space of category A will not interfere with the supply, control and distribution of emergency electrical power.

Autonomous emergency power source requirements are to be found within Technical Rules on the Classification and Construction of Ships, MLPTL.ANR code-NM-2002 'issued by the Ministry of Public Works, Transportation and. Housing by Order no. 1901/2002 of 26 November 2002 Part A - IX, Chapter 9, “Emergency power sources”.

Emergency power source shall consist into a rechargeable battery, plus the emergency switchboard; both shall be placed in separate rooms, as close as possible to each other. Low voltage and 2 kW and more rated load batteries shall be placed in special rooms for batteries, accessible from the deck, or in appropriate boxes placed on open deck. 0,2kW up to 2 kW rated load batteries shall be placed in boxes or cabinets placed inside the hull of the ship. Fire & explosion warning shall be posted on access doors to battery rooms and on battery containers.

Regulation 15

(Chapter II-1, Part. B-2)

Openings in the shell plating below the bulkhead deck of passenger ships and the freeboard deck of cargo ships 

1. The number of openings in the shell plating shall be reduced to the minimum compatible with thedesign and proper working of the ship.

2. The arrangement and efficiency of the means for closing any opening in the shell plating shall be

consistent with its intended purpose and the position in which it is fitted and generally

to the satisfaction of the Administration

.”

This aspect is covered within Romanian legislation "Technical Rules of Classification and Construction of Ships, MLPTL.ANR code-NM-2002 ' issued by the Ministry of Public Works, Transportation and Housing by Order no. 1901/2002 of 26 November 2002, Part III, point 7 " Arrangement and closing of hull, superstructure and deckhouse openings.".

Requirements regarding porthole number and outboard location are herein specified, considering vessel’s type, outboard location where the porthole is to be installed, etc.

7.2.1.1 The number of portholes in the hull below the freeboard deck, shall be minimized, according to vessel’s type and its designed working condition. 7.2.2.3 Installation of portholes to compartments located below the bulkhead deck and for these designed to contain carried goods is forbidden.

7.2.2.4 In rooms designed for alternative transport of passengers and goods, portholes may be installed. In this case, if they are of folding type, one of the butterfly-nuts that fasten the frame shall be replaced with a special nut that can be unscrewed only with the use of a special key."

Regulation 1 (Chapter II-2: Part A):

Construction - Fire protection, fire detection and fire extinction

6. Application of requirements for tankers 

6.2.1 A liquid cargo with a flashpoint of less than 60ºC for which a regular foam fire-fighting system complying with the Fire Safety Systems Code is not effective, is considered to be a cargo introducing additional fire hazards in this context. The following additional measures are required:

.1 the foam shall be of alcohol resistant type;

.2 the type of foam concentrates for use in chemical tankers shall be

to the satisfaction of

the Administration

taking into account the guidelines developed by the Organization; “

According to aforementioned paragraph 6.2.1.2, when determining the type of foam used to extinguish the fire of a liquid cargo with a flashpoint of less than 60ºC, in the case of a chemical vessel, the Administration shall apply the provisions from:

- International Code for Fire Safety Systems (FSS Code) adopted by the International Maritime Organization Resolution MSC.98 (73) of the Maritime Safety Committee in London on 5 December 2000 which was been adopted by the Romanian Parliament by Law . 624/2002 of 19 November 2002.- International Code for the Construction and Equipment of Ships Carrying Dangerous Chemicals in Bulk (IBC Code) "adopted by the International Maritime Organization Resolution MSC.4 (48) of the Maritime Safety Committee in London on 17 June 1983, respectively, by resolution MEPC.19 (22) Marine Environment Protection Committee in London on 5 December 1985, as amended by subsequent amendments, and which was adopted by the Romanian Parliament by Law no. 72/2003 of 11 March 2003.

10: (Chapter II-2, Part C)Fire fighting

 3. Arrangement of fire extinguishers*

3.2.1 Accommodation spaces, service spaces and control stations shall be provided with portable fire extinguishers of appropriate types and in sufficient number to the satisfaction of the Administration

. Ships of 1,000 gross tonnage and upwards shall carry at least five portable fire extinguishers.

 

According to Technical Rules on Classification and Construction of Ships, MLPTL.ANR code - NM - 2002 ' issued by the Ministry of Public Works, Transportation and Housing by Order no. 1901/2002 of November 26, 2002 from A- VI, Article 5.1.2 - Fire protection specifies within Table 5.1.2 requirements for vessels mobile

firefighting

equipment designed for accommodation and service spaces, depending on the size and destination of the vessel

:- One

extinguisher foam for each and every one of 30 m and 30 m in length fraction corridors that serve to communicate with the accommodation and sevice spaces on each board of the vessel.

- A foam extinguisher for each and every one of 100

Convention 

Regulation 9 (Annex IV, Chapter 3 MARPOL 73/78)

Sewage Systems 

1.3 a holding tank of the capacity to the satisfaction of the Administration for the retention of all sewage, having regard to the operation of the ship, the number of persons on board and other relevant factors. The holding tank shall be constructed

to the satisfaction of the Administration

and shall have a means to indicate visually the amount of its contents.

2. By derogation from paragraph 1, every passenger ship which, in accordance with regulation 2, is required to comply with the provisions of this Annex, and for which regulation 11.3 applies while in a special area, shall be equipped with one of the following sewage systems:

2.1 a sewage treatment plant which shall be of a type approved by the Administration, taking into account the standards and test methods developed by the Organization,* or

2.2 a holding tank of the capacity to the satisfaction of the Administration for the retention of all sewage, having regard to the operation of the ship, the number of persons on board and other relevant factors. The holding tank shall be constructed

to the satisfaction of the Administration and shall have a means to indicate visually the amount of its contents.

In terms of Annex IV, Chapter 3 MARPOL 73/78 on Equipment and control of discharge, Regulation 9 that covers Sewage systems, Romanian legislation has adopted rules for the application of Annex IV of 13/10/2009 Annex to the Order in 1056 / 2009 where for instance retention tank capacity tanks is calculated according to the rules for pollution prevention from ships, the POL IV, as follows: V = f × n × q × t (litres), where f = voyage duration, n = number of persons on board, q = daily amount of wastewater / person, t = stationary time in port. Regarding vessel’s construction, in respect of the same rules, collecting tanks may be structural or non-structural. Structural tanks shall respect the requirements of the IIA part Hull from Technical Rules of Classification and Construction of Ships, MLPTL.ANR code-NM-2002 'published by the Ministry of Public Works, Transportation and Housing by Order no. 1901/2002 of 26 November 2002. Retention tanks shall be fabricated of steel. Their inner surface shall be smooth (except for structural tanks), protected against the environment, with an inclined bottom towards suction points. Retention tanks shall be fitted with manholes and shall also be provided with a water / steam washing system. Retention tanks shall be separated by means of cofferdams from drinking water tanks, washing and boiler feed water and from accommodation, service and goods area. Retention tanks may be placed without a cofferdam in the engine room and cargo holds. Retention tanks shall be tested with a test pressure of 1.5 times the pressure of the water column measured from the bottom of the tank to sanitary device or the lowest floor drain trap that is open to drainage pipeline, but not less than 2.5 m of a water column

Regard to the term approach "

'', RNA uses unified interpretations of the International Association of Classification Societies (IACS ), thing communicated to IMO, after the end of voluntary audit in 2009 .In this regard should be mentioned that the Authority through its representatives participates in all committees and sub-committees IMO and is aware of all regulations and reglementations from maritime field. Slide20
