Highly Capable ProgramDistricts in Washington are required to identify their most highly capable students in kindergarten through 12th grade.Issaquah is an overall high performing districtDistricts establish their own eligibility criteria Issaquah HCP services include:PEP Primary Enrichment Program K-2nd SAGE Reading and SAGE Math 3rd-5th MERLIN 3rd-5th Secondary 6th -12th https://www.isd411.org/programs-services/gifted-highly-capable

6. Continuum of Services*Once identified for Highly Capable Program Services, students keep the designation through 12th grade.

9. Second Grade Testing 6%-10% in the US school systems are labeled as gifted. (NAGC)Top 2% of population have the highest IQs, over 130. (MENSA)ISD identified 10% of second grade students in spring 2022.ISD aims for identifying the top 3-7%. All second grade students are tested for possible eligibility for the Highly Capable Program (SAGE or MERLIN) starting in third grade.

10. Multiple MeasuresISD administers three tests to second grade students in the HCP eligibility identification process:CogAT: Cognitive Abilities Test i-Ready Math & Reading: Achievement TestTorrance Test of Creative Thinking (TTCT): Creativity Test

11. Purpose of the Cognitive Abilities TestDeveloped for the purpose of helping to determine eligibility for Highly Capable Programs Measures:cognitive skillsinductive and deductive reasoning abilitiesabstract reasoning abilities

12. Purpose of the Cognitive Abilities TestProvides information on the level of development of general and specific cognitive skills. Measures the development of both inductive and deductive reasoning abilities that are crucial for success in school. Assesses general abstract reasoning abilities and a student’s capacity to apply these abilities to verbal and nonverbal cognitive tasks.Developed for the purpose of determining eligibility for Highly Capable Programs.

16. ISD Identification Process DetailsIn response to state guidelines as well as recommendations from experts in the field the ISD process Highly Capable Program eligibility scores are reported as a single holistic matrix score.

Receiving the Score ReportScore reports will be posted in Family Access or emailed to Private School Families mid-May.Informational meetings for parents of students eligible for MERLIN at Apollo or Endeavour are scheduled for June 1st. More detailed Information will be in the letter.Appeals are accepted within ten business days of receiving the scores.

AppealsAppeals for eligibility selection decisions are accepted within 10 business days of receiving the scoresDetails and digital forms are on the Highly Capable Program web pageAppeals are accepted for three specific reasons:Extraordinary circumstanceSuspicion of an error in the administration of the testingA misapplication, miscalculation, or misinterpretation of the scoresDefinitions:Selection decision:  Selection decision is based on a student's assessment data. If the student’s scores meet the district's criteria and they selected and eligible for Highly Capable Program services.Program placement decision: After the MSC makes selection/eligibility decisions, it makes placement decisions about where and how students will be served: PEP, SAGE Reading and/or SAGE Math, MERLIN, Secondary Reading and/or Secondary Math.

Appeals ContinuedExamples of Appeals(These are usually documented by the proctors)Fire alarm went off during the test at my child’s school.School-wide power outage that interferes with the testing process.Incorrect date of birth/name/grade.Non-Examples of AppealsExternal factors such as lack of sleep, hunger, family stress.Per state law, classroom teacher recommendations are not considered.Typical classroom activity and noise levels are to be expected during testing.Family/teacher/student expectations do not align with the student’s scores.Student self-report of the testing experience does not align with the out-come (student says they don’t think they missed any questions).Requesting recalculation of scores based only on the fact the student scores did not meet thresholds.My child was ill at the time of testing.Our family was on a trip during the time of testing.
