Archaeologists estimate that approximately 1200 people could have lived in the area, though many believe it was most likely a retreat for Incan rulers. When conquered peoples became restive or uncooperative, the Incas sent loyal subjects as colonists, provided them with choice land and economic benefits, and established them in garrisons to maintain order.
